Research On The Implementation Of Local Employment Promotion Policy

Employment is the foundation of people’s livelihood.It is one of the hottest topics that people pay most attention to and discussed mostly nowadays.This chapter focuses on the objective and significance of the analysis,as well as the analysis status at home and abroad,research methods and paper structure of this paper.Then,by means of questionnaire survey and analysis,the employment status and promotion policies of Hongkou district in Shanghai were studied,and the main problems of employment promotion policies in Hongkou district were revealed.Finally,it puts forward the countermeasures and suggestions to improve the employment promotion policy of Hongkou district.This paper hopes to help the local government with a more efficient implementation of employment policy,aiming at the current situation of employment and employment promotion policy in Hongkou District,through the employment related theories,with the internal system data of local government and with the help of questionnaire survey and interviews to the local regional population,through data collection,analysis and discussion,the following conclusions are found: Through the questionnaire survey of 304 respondents,collecting the first-hand data,analysis and discussion,the following conclusions are found: at present,according to the main law "Employment Promotion Law",the employment policy in Shanghai is relatively comprehensive,supporting all kinds of disadvantaged groups and enterprises,covering a wide range,including the conventional unemployment insurance policy,employment introduction service,employment promotion service and employment promotion service Vocational guidance,vocational ability training and youth probation;There are also entrepreneurship policies for small and medium-sized enterprises,employment assistance policies for people with employment difficulties,and so on.However,according to the survey,some problems are found: first,the policy propaganda is not enough,and the scope of propaganda is small;Second,there is a lack of in-depth effect evaluation of the policy in the process of implementation;Third,policy-making lacks the participation of policy beneficiaries;Fourth,policy implementation is weak.According to the conclusion,this paper gives out some counter-plans and suggestions to improve the policy and promote the effect of policy implementation;Second,strengthen supervision and improve the policy evaluation system;The third is to improve the degree of social participation and further increase the preferential policies and effective incentive measures in special areas,so as to improve the labor supply in special areas and industries;Fourth,strengthen communication and coordination among executive agencies;Fifth,strengthen the construction of policy implementation team and improve the quality of policy executors.This paper takes Hongkou District in Shanghai as an example,and analyses the government’s employment promotion policies.The first chapter is the introduction of the background and significance of the research,and of the research ideas and methods.It puts forward the key impact of employment and discusses the significance of relevant employment promotion policies.The second chapter is the basic concept and theory of this paper,the research on employment theory and employment theory,and then more clear understanding of employment and employment policy.The third chapter is the carding of the current employment policy,focusing on the current employment situation and in-depth study of the policy,and then looking for the defects of the current employment policy,so as to provide reliable support for the countermeasures.The fourth chapter is the evaluation of the implementation effect of the employment promotion policies in Hongkou District,mainly through the study of the internal documents and conclusions of questionnaire and interview and combined with the actual analysis of the possible problems of the current policies.The fifth chapter analyzes the current situation of Hongkou District,and provides the scheme to optimize the employment policy.The sixth chapter is the improvement of local employment policy.The last part is the summary and prospect,which summarizes the full text and points out the direction of further exploration.
