Employment is the foundation of people’s livelihood.In order to further promote the coordination of economic development and employment expansion,the Employment Promotion Law of the People’s Republic of China was formally implemented on January1,2008.The promulgation and implementation of this law is important for expanding employment.The Employment Promotion Law has been actively implemented in Hebei Province for more than ten years.However,few scholars have conducted studies on the implementation of the in Hebei Province.This article aims to make such an attempt.In the process of this research,the author collected the necessary data and information by issuing questionnaires,consulting the government official website and official media reports,and constructed the evaluation system of the implementation effect of the Employment Promotion Law of Hebei Province.The evaluation system includes five first level indicators,15 second level indicators and46 observation points,involving policy support,employment assistance,vocational education and training,employment service and management And supervision and inspection.Based on the analysis of the evaluation system,the author believes that the employment promotion policy system in Hebei Province has been continuously improved,the vocational education and training work has been steadily carried out,the employment service and management level has been continuously improved,the employment assistance work has achieved remarkable results,the supervision and inspection work has been carried out in an orderly manner,and the Employment promotion law has been effectively implemented in Hebei Province.However,in the process of implementation,there are also some deficiencies,such as the lack of awareness of the relevant policies,employment discrimination still exists,the emergence of digital divide,the inadequate implementation of some policies,and the structural contradiction of employment has existed for a long time,which need to be further improved.Based on the literature review and the experience of other provinces and cities,the author puts forward some corresponding suggestions,such as increasing the publicity of service window,widely pushing and accurate information,and carrying out mobile publicity activities,etc.,strengthening the publicity of Employment Promotion Law and relevant employment policies,and improving the awareness of the masses;Through improving the legislation of anti employment discrimination and integrating employment discrimination into the middle way of government performance evaluation,we can effectively guarantee the equal employment rights of women,disabled people,rural workers,hepatitis B virus carriers and other groups,and create a more equitable employment environment in the province;Through the detailed employment promotion law,strengthening the inspection and supervision of the implementation process,strengthening the supervision of financial funds,etc.,the Employment Promotion Law and other employment promotion policies can be further implemented;Through strengthening the construction of rural information infrastructure and carrying out information education,we can bridge and eliminate the digital gap;By optimizing the professional setting of colleges and universities in Hebei Province,perfecting the employment and entrepreneurship service system,and building a new pattern of employment driven by entrepreneurship,the paper solves the long-term employment structural contradictions in Hebei Province.I hope that we can give suggestions for the follow-up implementation of the Employment Promotion Law of Hebei Province.
