| As China’s society enters a period of rapid economic and social development,the daily lives of the people have also undergone tremendous changes.The provision of public services by government departments alone cannot meet the growing social needs of the people.In this context,government departments introduce third-party professional institutions through the procurement of public services to innovate the supply mode of public services and improve service quality.Due to its own altruism and professionalism in service supply,social work has also been introduced into the scope of government procurement by government departments as a professional service model.This has led to the rapid development of professionalization and professionalization of social work in China,and the scope of government procurement of social work has gradually evolved from job procurement to the procurement model of social work service station projects.This measure not only accelerates the transformation of government departments’ functions;improves the supply efficiency and quality of public services,enhances the happiness index of the people,but also greatly promotes the professional development of social work.However,this does not mean that the development of Chinese government procurement of public services represented by social work has matured.In a sense,the reality is the opposite,and the government still faces many difficulties and challenges in procurement practice.This article takes the project of S City Government purchasing street social work service stations(hereinafter referred to as "street social work stations")as the research object.Through sorting and summarizing relevant literature at home and abroad,the relevant concepts of public service,government purchasing public service,and social work service stations are clarified.Based on limited government theory,new public service theory,and principal-agent theory,A thorough investigation was conducted on the practice of the S city government’s purchase of street social work stations.Based on the social development background,policy background,and the current status of S purchase work,and based on the relevant investigation of S city government’s purchase of street social work stations,it is believed that there are issues in the current S city government’s purchase of street social work stations,such as the need to further improve government management level,insufficient supply of purchased social work station services,and insufficient professionalism of purchased social work station services Issues such as low social recognition and opaque purchasing and evaluation processes.By analyzing the current situation,the main reasons for the problems are that government departments have not timely changed their management concepts for purchasing public services,the purchasing and supervision process is not transparent enough,supporting policies are not perfect,demand research is not accurate,the professionalism of the undertaking institutions is not strong,and resource links are not in place.By analyzing the problems in the purchasing behavior of street social work station projects in S city,and studying the development models of Hunan’s "He Plan" and Guangdong’s "Double Hundred Plan",drawing on their experience in brand building,funding sources,project guarantee,and other aspects,finally improving the guarantee mechanism to promote long-term development;Constructing diversified supervision and improving project management;Improve the institutional framework and standardize the service process;Accurate demand research to create a service brand;Clarify role positioning and unleash professional effectiveness;Integrate multiple resources,provide suggestions from various perspectives such as in-depth publicity and guidance,in order to provide assistance to the S city government in optimizing the purchase of street social work stations. |
