Research On Development Problems And Countermeasures Of Time Bank Mutual Pension Mode ——Take Nanjing City For Example

In recent years,China’s aging population is accelerating,and the support requirements for the elderly are also increasing.In November 2019,the State Council issued the national medium and long term plan for actively responding to population aging,which clearly pointed out that actively responding to population aging is a major national strategy in China.The government has provided strong support and guidance for the development of this new way of mutual pension.As an innovative mode of mutual pension,the time bank mutual pension model can effectively integrate and utilize all kinds of pension resources,carry out pension activities at a lower cost and achieve good results.Therefore,it is very important to deeply explore and study the mutual pension model of time bank,which can effectively solve the problems of shortage of pension service personnel and shortage of funds.Firstly,this paper uses the literature research method to summarize the social trust theory and the mutual pension model of time bank.The research fields of social trust mainly focus on economics,psychology and sociology.Psychology and economics analyze the problem of trust from the individual level and micro level.Psychology believes that trust is related to individual tendency and attitude,and economics believes that trust is related to individual efficacy and rationality.Sociology analyzes the problem of trust from the social and macro levels.In the field of sociology,cultural constraints are the decisive factors of social trust.Through literature review,it is found that the development of foreign time bank mutual pension model is relatively perfect,the overall operation model is relatively mature and the organization is diversified.Domestic scholars mainly focus on the practical operation problems in the research of time bank mutual pension model,and study the problems and countermeasures in six aspects: top-level design,technology,talent,capital,promotion and operation.Secondly,this paper uses the investigation method,through in-depth interviews with the mutual aid pension model of Nanjing time bank,to understand the current basic operation of the pension model,such as policy and regulatory documents,promotion and publicity methods,talent team construction,information platform construction,capital source,pension service ability,risk control ability,etc.From the perspective of three-dimensional credit theory,this paper explores the practical problems caused by trust in the time bank mutual pension model from the three aspects of compliance,integrity and practice,so as to provide ideas for the development of the time bank mutual pension model.The research results show that there are three problems in the operation of time bank mutual aid pension model: development environment,development resources and development ability.There are problems in the development environment,such as lack of unified policies and insufficient publicity and promotion.There are problems in the development resources,such as weak specialization of volunteers,insufficient incentive measures,lack of technical support and unstable source of funds.There are problems in the development ability,such as insufficient pension service ability and inadequate risk prevention and control management.In order to maintain the healthy and sustainable development of the time bank mutual pension model,we must improve policies and regulations and strengthen publicity in the development environment.In terms of development resources,we must strengthen volunteer training,establish volunteer incentive mechanism,improve information system and stabilize the source of funds.In terms of development capacity,we must strengthen service quality,prevent the risk of delayed payment,and improve the ability of elderly care service and risk control.Figure [3] table [1] reference [56]...
