Research On The Supply Mechanism Of Basic Public Services In Chengdu City At Street Level

Promoting fairness and justice in the supply of basic public services is an important concern of government reform.Since the reform and opening up,the level of regional economic development has been uneven,and in the process of accelerating urbanization,the uneven supply of basic public services among regions has become increasingly prominent,and the problem of spatial inequality is particularly prominent.For a long time,the problem of regional differences has been the focus of attention in the field of theory and practice.However,previous studies on regional differences usually focus on the perspective of income distribution.The consumption structure gradually escalates with changes in consumption demand.Regional differences should not and cannot be limited to the level of income.The demand for social basic public services as the level of social welfare increases Come higher.In practice,although the differences in regional economic growth are difficult to achieve absolute balance,the relative equality of regional development can be achieved by improving the per capita welfare level.The hierarchical differentiation of basic public service supply in spatial location directly reflects this regional difference.At present,the definition of the basic public service category is relatively mature.Thesis selects six basic public service projects as specific research objects,including basic education,basic medical and health care,infrastructure,environmental protection,employment and social security,public cultural services.Build a basic public service supply evaluation index system consisting of one first-level indicator,six categories of second-level indicators and 27 third-level indicators.The entropy method is used to find out the weights of the indicators respectively,and the weighted indicators are used to measure the supply level of basic public services in Chengdu.By analyzing the calculation results of the supply level of basic public services and the spatial distribution of each basic public service,the following conclusions are drawn:First,the basic public service supply index in Chengdu has significant differences in different spatial locations,and the spatial location differences of the individual basic public service supply are consistent.Secondly,the formation of the spatial pattern of basic public services in Chengdu is affected by geographical location and policy planning orientation.It is characterized by circles in spatial location,and indifferent in different project types,and in line with planning trends.Finally,by screening the possible influencing factors and conducting correlation analysis,it is found that the population density of urban built-up areas,regional fiscal self-sufficiency rate,higher-level fiscal net subsidy income,per capita GDP and other factors are strongly correlated with the BPS index.However,urban area size（built-up area）,urbanization rate,and per capita local fiscal expenditure have no significant correlation with the BPS index.
