Research On The Construction Of Urban Emergency Management System From The Perspective Of Resilience Governance

Emergency management concerns not only the people’s well-being and social stability and harmony,but also the national lasting stability.Urban is the center of economic and social activities.With the rapid development of the urbanization and the increasing number of floating population,increasingly complex and changeable security risk poses new challenges to the urban emergency management system.Traditional urban emergency management system and model can no longer effectively meet the needs of the current era.New reforms need to seek new ideas for the construction of urban emergency management system."Resilience governance",as a concept closely associated with "governance capability",has gradually emerged and developed,which is increasingly used in risk governance,safety management,crisis management and other fields related to emergency management,and becoming one of the focuses in public management scholars’ research.The resilience governance concepts advocate initiative in response,adaptation,self-recovery and development in front of the risk,with its own resilience to flexibly meet the risks and challenges,not to be afraid of risk,and to build a new system and pattern of flexible emergency management.Resilience governance has become an important means to promote the exploration of new directions and new paths of risk governance and emergency management.The emergency management researchers have gradually shifted from the traditional defensive perspective to the new resilience perspective in studying the issues related to emergency management.It is an important part of urban governance to build a resilience urban emergency management system,fully enhance the ability and level of the urban to deal with various emergencies,and further achieve urban sustainable development.This thesis starts from the perspective of resilience governance,with resilience governance,emergency management theory as support,combing the relationship between resilience governance and emergency management,and between resilience governance and emergency management system.The logical framework of urban emergency management system construction is constructed from four dimensions: the autonomy of the emergency management subject,the elasticity of the emergency management system,redundancy of emergency management resource,intelligence of emergency management means.Under this logical framework,combined with theoretical study,case study and interview study,the thesis summarizes the problems of current urban emergency management system in China from the perspective of resilience governance: resilient deficiencies in the emergency organization system,the emergency management system,the emergency resources guarantee system,the application of emergency means.And the reasons of these problems from the perspective of resilience are analyzed and the construction paths of resilience are explored in the urban subject,system,resource,means,etc.Countermeasures and recommendations of resilience building for the urban emergency management system are made from the four aspects: improve participation of multi-subject urban emergency management organizational system,improve the urban emergency management system,optimize urban emergency management resources guarantee system and strengthen urban emergency management science and technology support system,in order to promote the development of the resilience building for urban emergency management system in China,and provide a reference for establishing a better urban emergency management system.
