Urban community is an important place for people’s production,life and all kinds of activities,as well as the starting and ending point of disaster risk occurrence and control.With the development of urbanization,industrialization and informatization,people are enjoying the good life brought by the development of the times.At the same time,various uncertain factors and unknown risks are constantly emerging,which has become a practical problem that urban governance must face.The novel coronavirus pneumonia outbreak has city wide attention to risk management and community safety emergency.City resilience and its emergency response capability building of basic unit community have become the major agenda of urban governance modernization.At present,there are still various potential safety hazards and governance blind areas in urban communities in China,which are difficult to effectively deal with various risks in the era of risk society.There are still some fragmentation problems in emergency governance,such as lagging emergency concept and awareness,insufficient emergency capacity,passivity and administration in emergency practice,insufficient emergency subject power and unreasonable community public space planning.Holistic governance is a new management paradigm to reflect on fragmented governance.It has something in common with the resilience construction of urban communities,and they agree with each other in goals,means and organizational concepts.From the perspective of holistic governance,urban community resilience construction includes three stages and eight governance links,showing four characteristics of integrity,mobilization,emergency and redundancy.To fundamentally solve the fragmentation problem of community emergency governance,we need to take the integrity as the guidance,and expand and optimize the resilience of urban communities from the five dimensions of structure,capacity,process,space and culture.We should learn from the positive and negative experience of community resilience construction in Britain,the United States,Japan and other foreign countries,and combine with China’s national conditions and the characteristics and difficulties of urban community emergency governance to carry out localization improvement and innovation,so as to promote the transformation of urban community emergency governance structure from singleness to diversification,and further promote the unity of community emergency governance ability in governance objectives and means and the improvement of emergency governance It is necessary to build a community public space that combines healthy leisure with political participation,promote a community safety culture that integrates self-help and mutual rescue,accumulate necessary social relations,social capital and humanistic basis for community emergency management,and finally form a governance pattern of community risk collaborative co governance.The urban community resilience development from the perspective of integrity,with the goal of "resilience development",focuses on the fragmentation of urban community emergency governance and the common needs of residents,identifies the individual needs of different communities and residents,and puts forward development strategies from five aspects: structure optimization,capacity integration,process reconstruction,space construction and cultural cultivation,which can not only improve the ability of urban communities to cope with risks Resistance,resilience and autonomy can also enhance the social resilience of Chinese cities to cope with external interference.Facing the new trend of modernization and refinement of urban governance,we should take the holistic perspective as the guidance,construct a refined emergency governance model based on family,community,organizational system and modern technology. |
