The aging trend of China’s population is accelerating,and the demand for personalized old-age services has brought a huge burden of old-age care.The traditional pension model also has shortcomings such as insufficient integration of resources and insufficient professionalism,so that it is impossible to cope with the problem of old-age services for today’s elderly groups.With the rise of information technology,the wisdom of the elderly that can meet the diversified service needs of the elderly such as basic life care,nursing assistance,and professional psychological counseling has received widespread attention from the public.With the support of policies,under the development of pilots and projects,in order to realize the integration of pension resources in families,communities and institutions,smart old-age care services have come into being.However,we were surprised to find that although smart old-age care has many advantages,and national policy documents are also vigorously promoting smart old-age services,smart old-age services have always been unable to truly land and have fallen into the promotion dilemma.The existing research mainly analyzes the reasons for the dilemma of smart elderly care service promotion from two perspectives.From the perspective of the main body,the reasons for the dilemma of the promotion of smart old-age services are that the government and its functional departments are not "as" inconspicuous,the professionalism of service agencies and industry associations is not enough,the advantages of smart devices and technology platforms are insufficient,and the elderly are repelled by technology.From the perspective of interaction,the reasons for the dilemma of the promotion of smart old-age services include the interest game between the government and the market,and the mutual exclusion of the elderly and technology.Although the existing research explains the problems involving the various subjects of smart elderly care services,it also explains the formation of interaction between subjects.However,this does not solve the real situation we have observed,and there are many further questions that need to be discussed.For example,in the promotion of smart old-age services,why are some projects carried out and some projects not carried out? Why are some groups getting services and some groups not? Why are some services provided and some not? Questions such as these require further questioning.In order to solve a series of puzzles and open the hidden "black box",this article tries to discuss the real reasons behind these problems and makes some contributions to the promotion of smart old-age services and the stable development of smart old-age service policies.According to this purpose,combined with the actual situation in China,the research method in this paper is a case study method in qualitative research,and the data collection is carried out by using participatory observation and semi-structured interview methods,so as to penetrate into the life background of the study subjects and help grasp the real reasons for the promotion dilemma.At the same time,this paper uses the policy process theory and target replacement theory to explain how the promotion goal is replaced in the implementation of the policy,resulting in the promotion of smart elderly care services into the dilemma of promotion.Specific findings are as follows:In the process of promoting smart old-age services,three levels of target replacement have occurred in pension institutions,and the target replacement of these three levels has led to the promotion of smart old-age services.First of all,the replacement of the instrumental target of the elderly care institutions in the completion of the government task has caused the promotion of smart old-age services.In order to complete the government assessment task,the pension institution only carries out the achievement of the corresponding indicators and the strategic informal behavior operation,and the government assessment and government needs are guided,and the policy perfunctory and task-attached target replacement occurs in the service promotion process,which wastes the service promotion resources,resulting in the promotion of smart old-age services into the promotion dilemma.Secondly,the replacement of the value target of the pension institution in the pursuit of market interests has caused the promotion of smart pension services into a dilemma.That is,the pension institution replaces the public value goal of the promotion of smart old-age service with the value goal of self-interest.As a result,the original promotion goal is "off target" in the practice of pension institutions,resulting in the exclusion of some projects,some groups,and some service content,and the wisdom pension service is in a promotion dilemma.Finally,the elderly care institution is in a position of passive interruption of service when the project itself is not sustainable.In summary,the reality of target replacement in the process of completing government tasks,chasing market interests and unsustainable projects has contributed to the promotion of smart old-age services.In view of the situation and reasons found in this paper,in order to optimize the operation mechanism of old-age care institutions in the process of promoting smart old-age services,combined with the professional characteristics of the government and old-age institutions,and effectively achieve the promotion goals of smart old-age services,the following three suggestions are put forward:(1)The policy goal integration mechanism oriented to the promotion of smart old-age services,the introduction of target management into government management,and the establishment of an integrated system implementation model;(2)To create profit space based on the promotion of smart old-age services,improve the demand detection system to allocate service resources,Establish incentive mechanisms to enhance service innovation,build governance platforms to strengthen ethical construction;(3)Take the promotion of smart old-age services as the core to ensure the continuity of the project,increase financial support,continuously improve the assessment standards of central tasks,and gradually enrich the official assessment system.
