Since 2019,in accordance with the deployment requirements of the central government and Yunnan Province,F City of Yunnan Province has carried out special actions to reduce the burden on the grassroots by correcting the prominent problems of formalism,and introduced a series of policies and measures to promote the streamlining of documents.The problem of excessive documents has been reversed and the policy implementation has achieved remarkable results,but there are still many problems in the process of policy implementation.By applying relevant theories and methods of public policy evaluation,this paper finds that in the process of policy implementation in F City,Due to the bureaucratic management system "only up but not down","economic men" tend to focus on immediate interests,lack of coordination among departments,serious departmentalism,failure of internal supervision and lack of external supervision channels,unscientific assessment and evaluation system mechanism,unequal and unmatched powers and responsibilities,lack of incentive and care at the grassroots level and other reasons,the policy of streamlining documents has been implemented for a period of time.The number of published documents rebounded after the reduction,the production and distribution of documents changed their appearance and became invisible.The number of published documents "went down in the open and went up in the dark",focusing on the reduction of the number of policy documents and ignoring the improvement of the quality of policy documents,and the single internal supervision effect was poor.In order to promote the implementation of the policy of document streamlining and improve the efficiency of policy implementation,it is necessary to establish a scientific view of political achievements,improve the long-term mechanism of document streamlining,refine and clarify the working standards of streamlining,strengthen the construction and implementation of policy institutions,and jointly build a multi-governance pattern of document streamlining.We will deepen reform of supporting systems and mechanisms,clarify lists of rights and responsibilities at higher and lower levels,deepen reform of appraisal and evaluation systems,improve incentive and restraint mechanisms,and further optimize and streamline documents and policies. |
