Research On The System Of "One Village And One Auxiliary Police" From The Perspective Of State-building

Since the rise of Morden China,our country has begun the process of modern state-building and one of the important revolutions is to promote decentralization and infiltration of central government power into the rural society.At the moment,China is still in the stage of central government power building.Since the central government promoted the modernization of the national governance system and governance capabilities,achievement has been made in the construction of Chinese state power.For example,in the "Guiding Opinions on Strengthening and Improving Rural Governance" promulgated by the Chinese government in March 2019,it has been proposed to vigorously implement the "one village,one auxiliary police" system.the way of arranging an auxiliary policeman in each village can be called a new way of decentralization government power.Therefore our study selects the system of “ one village,one auxiliary police” in Hengshan County as the research object,and uses “ central government power construction” as the research perspective.We will use literature,field investigation,case study,and structure analysis as our methodologies.From the structural analysis,we conduct a vertical and horizontal analysis of the "one village,one auxiliary police" system,and found that this system is to achieve integration of rural society by decentralizing the power of the state’s violent agencies so that the management and control of the rural society can be strengthened.Besides,through the functions of prevention and deterrence,information collection,conflict resolution,and coordination assistance,it can not only promote the adjustment of the rural power structure,but also promote the integration of villager autonomy and law governance,so that finally achieve the goal of the modernization of the rural governance system and governance capabilities.From the perspective of operating mechanism,the system of“one village,one auxiliary police” implemented the inter-embedding between state violent agencies and rural society through system supply,system implementation,system embedding,and village anti-embedding mechanisms.In this way,it helps the villages complete their governance goals,and ultimately realizes the interaction between the state and rural society.In the current structure of the "one village,one auxiliary police" policy,there are still some problems such as lack of relevant systems,deviation in the implementation of different participators’ understanding,lack of institutional incentives,overload of job functions,and generaliz ation of functions.Those problems made the local state violence agencies feel difficulty to be embedded in rural society,and has a certain negative impact on the infiltration of state power.Based on this,we put forward corresponding countermeasures to promote the positive interaction between the state power and the rural society as well as improve the efficiency of state governance.
