| Police auxiliary personnel,referred to as auxiliary police,is an important supplementary force for public security organs to fulfill their duty of cracking down on illegal crimes and achieving the goal of service-oriented policing under the predicament of police shortage.As a large branch of the police auxiliary force,the public security traffic auxiliary police plays an important role in assisting the traffic police to maintain road traffic safety,well-organized and smoothness.However,the deficiency of innate team development and acquired management seriously restricts the effectiveness of auxiliary police,auxiliary police management reform came into being.In May 2019,The administrative measures for auxiliary police personnel of Tianjin public security organs was promulgated and implemented,marking the progress of Tianjin auxiliary police force construction towards regularization,specialization and professionalization.As the pioneer unit of Tianjin auxiliary police reform,Tianjin Public Security traffic Management Bureau has exposed many problems in the process of promoting the reform,which makes it difficult to reap the benefits of the reform.Based on the field investigation,this paper interviewed the policemen who have close contact with the auxiliary police in their daily work,and carried out a questionnaire survey among the auxiliary police members,Combined with the dual perspectives of the manager and the managed,this paper analyzed the current situation of the traffic auxiliary police management in Tianjin,summed up the pluralism of access ways,the formality of post training,the lack of performance appraisal and incentive,the poor implementation of welfare treatment,and the duty On the basis of fully learning from the advanced experience at home and abroad,this paper tries to give some countermeasures from the aspects of promoting legislation,mechanism reform,strengthening security,strengthening identity and so on,in order to provide reference for deepening the reform of auxiliary police management. |
