The Current Situation And Countermgasuees Of Urban Community Residents’ Self-governance From The Perspective Of Good Governance

The development of contemporary Chinese political and economic society has contributes to the gradual changes of the theme of political and social life,from the"one center,taking economic construction as the center" to "five constructions(the economic construction,the ecological construction,the cultural construction,the social construction and the political construction),all balanced developed,especially speeding up the social construction.In this process,community which is the most basic unit of social management and service,and actively promoting the urban community residents’ self-governance has become the inevitable trend and the goal of community construction in our country.At present,urban community residents’ self-governance is still in primary stage,and there are still a lot of problems in both theory and practice of the realization of residents’ self-governance.Therefore,it is of great practical significance to explore how to guide and promote the urban community residents’ self-governance.Starting from the background and significance of the topic,this paper reviews the relevant researches of domestic and foreign community residents’ self-governance.Based on the overview of the theory of good governance the good governance and city community autonomy system will be built,as well as an investigation conducted on residents in Xiasha economic and technological development zone in Hangzhou city.Through in-depth research on Xiasha economic development zone,this paper analyzes the advantages and disadvantages of the city community residents’ self-governance.At the same time,it summarizes experiences in the urban community residents’ self-governance.This paper analyses the reasons of facing problems from the level of government guidance,community support,participation of residents and associated with cooperation layer.Then,according to the analyzing framework which is based on the theory of good governance,countermeasures is raised from four dimensions,which is government "control" to "cooperation",social organization "being organized" to "self organization","the residents are wanted to participate in" to "I want to participate in " cultivating autonomous system of community residents.Based on the empirical study of community residents autonomy of Xiasha economic and technological development zone in Hangzhou city,this thesis expects to know more about practice and experience of city residents’ autonomy in urban community governance,and to improve the ability of community autonomy,broaden the way to increase the effectiveness of autonomy and realize the good governance of urban community in our country.
