The Research On Comprehensive Administrative Law Enforcement Of Urban Management In Pudong New Area

With the change of urban governance objectives,first tier cities such as Beijing and Shanghai have changed from the extension expansion type focusing on largescale demolition and construction to the connotative development type focusing on urban "soft power".Followed by the improvement of the status of urban management,the importance of urban management and law enforcement has been continuously improved by all walks of life.In 2015,the CPC Central Committee and the state made a comprehensive deployment for urban management and law enforcement for the first time.As the vanguard of reform and opening up,Pudong New Area has been exploring a comprehensive administrative law enforcement system and working mechanism in line with China’s urban management system.As the vanguard of reform and opening up,Pudong New Area has always been at the forefront of the comprehensive law enforcement reform of urban management in China,constantly deepening and improving the comprehensive administrative law enforcement system and mechanism of urban management.Taking the comprehensive administrative law enforcement of urban management in Pudong New Area as the starting point,through the in-depth study of the behavior of Pudong urban management and Law Enforcement Bureau and its subordinate detachment,brigade and street town squadron,it can not only continuously deepen and improve the comprehensive administrative law enforcement of urban management,promote the modernization of urban governance capacity,but also provide empirical reference for deepening the comprehensive administrative law enforcement of urban management in China.This study first defines the core concepts of urban management and comprehensive administrative law enforcement by collecting and sorting out the academic research results on urban management law enforcement and the theory of holistic governance.This paper combs the contents of comprehensive administrative law enforcement of urban management in Pudong,and evaluates the effectiveness of comprehensive administrative law enforcement of urban management on this basis.Through in-depth investigation of many problems encountered by Pudong New Area in the process of comprehensive administrative law enforcement of urban management and analysis of the causes of the problems,focus on the three important contents of comprehensive law enforcement,separation of management and implementation and power sinking of comprehensive law enforcement of urban management in Pudong New Area,and take the four dimensions of the goal,coordination,integration and technology of holistic governance theory as the framework,Analyzing the defects of Pudong in this field,in the target dimension,the laws of various departments still need to be coordinated,and the responsibilities of superiors and subordinates are not unified;In the dimension of coordination,the legal cleavage between departments and relationship barriers make it difficult to coordinate;In the dimension of integration,the organization needs to be optimized and the quality of law enforcement personnel needs to be strengthened;In the technical dimension,there are many problems,such as the unchanged way of law enforcement and the non circulation of data resources,which can not meet the practical requirements of economic and social development in reality.In the process of analyzing the relevant defects,it analyzes and interprets the problems behind it,such as imperfect legal system,separation of management and enforcement and interest blockade,intertwined organizational structure,inter departmental information protection and so on.Finally,the author puts forward targeted suggestions to optimize the comprehensive administrative law enforcement of urban management in Pudong New Area from the aspects of strengthening legal guarantee,merging law enforcement matters,innovating collaborative operation mechanism,integrating internal institutions,building diversified participating organizations and unblocking information resources.
