Research On The Standardization Construction Of Comprehensive Administrative Law Enforcement In Q County Of Zhejiang Province

The reform of the administrative law enforcement system,as an important part of China's comprehensive deepening reform,is being carried out across the country.Different provinces,cities,and counties have different practices and explorations of comprehensive administrative law enforcement,forming a diversified comprehensive administrative law enforcement model.The national institutional reform plan proposes to continue to explore the implementation of cross-sectoral and cross-sector comprehensive administrative law enforcement,improve the information sharing mechanism between comprehensive law enforcement departments,supervision departments and grass-roots comprehensive administrative law enforcement teams,and inter-departmental,cross-level,and cross-regional law enforcement cooperation mechanisms.Therefore,it is of great theoretical and practical significance to study the status of the standardization construction of comprehensive administrative law enforcement actions by local governments,and analyze their deficiencies and problem causes.This article takes Q County,Zhejiang Province as a case for standardizing the construction of comprehensive administrative law enforcement behaviors,analyzes related issues encountered and conducts optimization studies,and aims to further explore the feasibility of cross-sectoral and cross-field law enforcement cooperation in order to promote comprehensive administration.The reform of the law enforcement system provides a reference.This article uses the theory of holistic governance and service-oriented government theory,and uses a combination of theoretical analysis and empirical analysis.Taking the formation and evolution of China's comprehensive administrative law enforcement behavior model as a clue,it expounds the construction of comprehensive administrative law enforcement behavior in Q County Existing law enforcement personnel have a low level of professional competence;the content of law enforcement is not specific and ambiguous;the standardized operation of comprehensive administrative law enforcement actions is difficult;the law enforcement method is single and rigid;the law enforcement process is not open,opaque,and low public participation.The analysis includes: inadequate publicity and insufficient attention;related legal systems are incomplete and incomplete,and lack of legal system support for standardization construction;government information is not publicly available,and the law enforcement environment needs to be optimized;insufficient investment in the standardization of comprehensive administrative law enforcement behaviors;Causes of conflicts of interest among law enforcement departments,and difficult coordination among departments.On this basis,this study optimizes the current standardization of comprehensive administrative law enforcement behaviors from four aspects: perfect law enforcement mechanisms,standard law enforcement behavior,regular law enforcement teams,and law enforcement guarantees in place.A unified,authoritative and efficient comprehensive administrative law enforcement standardization model.
