| In order to solve the problems of multiple law enforcement,fragmentation of law enforcement and disturbing residents.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed to integrate law enforcement subjects and promote comprehensive law enforcement.The Fourth Plenary Session of the 18 th CPC Central Committee once again proposed to significantly reduce the types of law enforcement teams of municipal and county governments.Therefore,since 2014,Pengzhou City has embarked on the path of comprehensive administrative law enforcement reform.From the pilot reform of“one team,one operation”to the establishment of Pengzhou Comprehensive Administrative Law Enforcement Bureau,and then to the merger with Pengzhou Urban and Rural Administration Bureau.The comprehensive administrative law enforcement reform in Pengzhou City under the cross-domain and large-scale comprehensive model is of great significance to improve the legal ecology and create a good business environment in Pengzhou City.Guided by the relevant theories of comprehensive administrative law enforcement reform,this paper expounds the reform process and basic current situation of Pengzhou comprehensive administrative law enforcement reform,and analyzes the performance,negative impact and causes of law enforcement boundary problems in Pengzhou comprehensive administrative law enforcement reform,Based on the practice and experience of boundary problems in the reform of comprehensive administrative law enforcement in typical domestic cities,this paper summarizes the optimization strategy of law enforcement boundary in the reform of comprehensive administrative law enforcement in Pengzhou City.The study finds that there are some core problems in the law enforcement boundary of Pengzhou’s comprehensive administrative law enforcement reform,such as vague power boundary,unclear responsibility boundary,weak ability boundary,and insufficient efficiency boundary.The main reasons are the lack of top-level design,overlapping power and responsibility,excessive pursuit of comprehensiveness,and insufficient comprehensive law enforcement elements.Based on the reform experience of Jinniu District in Chengdu and Yiwu City in Zhejiang Province,the following optimization strategies are put forward : firstly,the power boundary is redefined by law;secondly,through the integration of departments to achieve responsibility boundary reengineering;third,break the traditional government boundaries,strengthen social co-governance and sharing;fourth,improve quality,strengthen science and technology security,improve law enforcement capacity and efficiency;finally,strengthen internal and external supervision of law enforcement,the implementation of sunshine law enforcement. |
