Research On The Problems And Countermeasures Of Government Support In The Construction Of Smart Tourism In Handan City

In recent years,smart tourism has ushered in historic development opportunities.The opinions of the State Council on accelerating the development of tourism puts forward the strategic goal of "cultivating tourism into a strategic pillar industry of the national economy and a modern service industry more satisfactory to the people",and clearly points out that "taking informatization as the main way to improve the efficiency of tourism services".The construction and development of smart tourism is closely related to the behavior of local governments.Different supporting behaviors of local governments will directly lead to different degrees,efficiency and achievements of local smart tourism construction.Therefore,it is worth exploring what responsibilities,roles,strategies and objectives local governments should undertake in the process of smart tourism construction.As a third tier city,the construction of smart tourism in Handan is in its infancy.How to build smart tourism more systematically and comprehensively,create a set of government management and operation mechanism and mode suitable for the development of smart tourism in Handan,and effectively promote the long-term and effective development of smart tourism in Handan has become a practical topic to be studied urgently.This paper comprehensively uses the methods of literature research,in-depth interview and case analysis,in order to provide reference for Handan city and even more second and third tier cities to explore the construction of smart tourism and optimize government support.This paper is divided into three parts: introduction,body and conclusion.The introduction designs and demonstrates the whole research,and analyzes the research background,research significance,research status,research ideas and research methods,so as to delimit the research scope,clarify the analysis ideas and lay a logical foundation.The text is divided into five parts:The first part is the basic concepts and related theories.On the basis of expounding relevant concepts and theories such as smart tourism,this paper analyzes the role orientation of the government in different stages of smart tourism construction,the public policy direction of tourism industry development to varying degrees,and the government supporting public policies in the primary stage of smart tourism development.This paper holds that local governments play an important role in the construction and development of smart tourism,and different support behaviors of local governments will have different effects in different stages of smart tourism development.Under the new normal,the development law of smart tourism industry requires the standardization and improvement of local government support public policies from the perspectives of positioning,function and decision-making.It is proposed that in the primary stage of smart tourism,while the government is leading,we must promote the participation of the market and drive the development and growth of tourism enterprises.At this stage,it is necessary for the government to lead the construction and the government to guide the market-oriented development.The second part is the empirical analysis of Handan smart tourism construction and government support.This paper combs the basic conditions and current situation of Handan smart tourism construction,and focuses on the analysis of the support behavior of local government and the behavior and effect of local government guiding the development of smart tourism industry in the process of Handan smart tourism construction.In combination with the actual situation of the construction and development of smart tourism in Handan City,we mastered the actual situation of the government in guiding market participation and driving the development and growth of tourism enterprises,and targeted selected representatives of some government department managers and class a scenic spot managers who participated in the construction of smart tourism in Handan city for in-depth interviews,This paper understands the existing support behavior of Handan smart tourism construction local government,the actual effect,deficiency and Prospect of government support on the scenic spot.The third part analyzes the problems and reasons of government support in the construction of smart tourism in Handan city.According to the conclusions of relevant theories and in-depth interviews,this paper analyzes the problems existing in the government support of Handan smart tourism construction,as well as the deep-seated reasons behind the problems.The problems of government support in the construction of smart tourism in Handan mainly include the lack of relevant supporting planning policies,insufficient operating costs,insufficient communication and coordination of relevant departments,insufficient information infrastructure construction and lack of information professionals;The main reasons for these problems are insufficient overall planning and top-level design,single investment channel,lack of long-term mechanism of departmental cooperation and linkage,urgent reform of market-oriented operation mechanism,poor talent circulation mechanism and so on.The fourth part is the investigation of government support in the construction of smart tourism in other domestic cities.Based on the existing problems of government support for the construction of smart tourism in Handan City,this paper analyzes and draws lessons from the experience of government support in the construction of smart tourism in typical domestic cities with mature development of smart Tourism-Beijing,Luoyang and Shijiazhuang,and summarizes the feasible implementation strategies of government support verified by practice.Based on the investigation of smart tourism construction in the above three cities,the main experience is summarized as follows: Beijing is guided by the government and driven by the market,Luoyang is market cooperation and information docking,and Shijiazhuang is the establishment of cultural tourism resource database;The experience,enlightenment and reference are as follows: Beijing is to clarify the responsibilities of market subjects and create an effective market participation mechanism,Luoyang is to strengthen market capital cooperation and industry promotion,and Shijiazhuang is to establish a professional data resource database and promote resource sharing.The fifth part is the implementation strategy of government support in the construction of smart tourism in Handan city.In view of the problems and reasons of government support in the construction of smart tourism in Handan City,combined with the general public policy theory of government support for smart tourism development and the experience of other cities in China,how to provide effective support to local governments in the primary stage of smart tourism development,so that the government and the market can complement each other and win-win cooperation,Put forward implementation strategies to realize the sustainable development of smart tourism industry.These implementation strategies mainly include comprehensively coordinating top-level design and planning,optimizing regulatory system and mechanism,broadening investment and financing channels,improving market financing mechanism,improving long-term linkage mechanism among departments,improving resource integration ability,promoting information infrastructure construction,promoting market-oriented reform of enterprises,innovating talent training mode,strengthening talent training and circulation,etc,The implementation methods of each optimization strategy
