| Since the reform and opening-up 40 years ago,the tourism industry has become a strategic pillar industry of the national economy,playing an increasingly prominent role in stimulating domestic demand,bridging the income gap,and promoting the optimization of industrial structure.But mainly closed-end management of scenic spot tourism development model will lead to low levels of homogeneity competition,tourism resource utilization is low,ignore travel series problems,such as diversification demand,therefore,overcome the limitation of traditional scenic tourism development of global tourism arises at the historic moment,become to promote transformation and upgrading of China’s tourism industry,quality,and the efficiency of the new strategy.Since 2018,Zhangye to carry out national development train of thought,put forward building "a big scenic spot,three leading boutique tourist zone,four landscape corridor,six characteristic functional areas,seven product system",the global tourism development of the overall layout,to determine the "build zhang ye international tourism destination" overall goals,created a "government + company + society" zhang ye mode to promote the development of the tourism industry.However,with the rapid growth and scale expansion of the tourism industry in Zhangye city,the quantity has accumulated to a certain stage.No matter it is tourists’ consumption demand or industrial development demand,the quality problem is more acute and prominent.How to give better play to the government’s functions in the face of new challenges and opportunities,promote local economic growth,transform and upgrade consumption,and increase people’s income?Based on the above background,this paper,according to the development of the tourism industry in Zhangye in the domain of tourism under the background of Zhangye government function display in the tourist industry development as the research object,through literature,questionnaires and interview panel,combing presented by the local government in the development of tourism industry role playing and role play,based on the analysis of the new public service theory,and the theory of government function from the local government in promoting local tourism development exists the citizen ideas lack and the shortage of multivariate main body participation,government function still needs to change,and analyze the reasons,on the basis of drawing on the advanced experience of domestic and foreign cities,put forward the countermeasures to optimize the function of Zhangye city government. |
