Research On The Role Of Government In The Development Of Smart Tourism In Yiliang County

Based on the living standard improvement,and the paid vacation system support,self-driving travel,independent travel and customized travel thrived in China these years.In 2014,National Tourism Administration of China set the theme for tourism promotion as “The year of Smart Tourism”,enacting the Guiding Opinion for Smart Tourism Promotion.Meanwhile,Yunnan Province put forward the proposal of the Second Entrepreneurship for Tourism,the 3-Year Plan to Upgrade Yunnan Tourism Industry(2016-2018)and the 13 th Five Year Plan for Yunnan Province’s Tourism.Then Kunming City,considering its tourism characteristics,set its goal of becoming the world famous tourist city and the global tourism hub and destination.Fortunately,Kunming was also listed in the second release of the pilot smart tourism cities in China.Yiliang County(Around 60 Kilometers east of Kunming City),a major tourism attract not far from the capital of Yunnan Province Kunming,is targeted at the Leisure and Health-Maintenance Zone for Kunming City,“The Leisure Lobby” of Kunming and the Outstanding Tourist County in Yunnan Province.With technology innovation like the Internet of Things,Big Data and the Cloud Computing,Yiliang County needs to become a leader not a follower in the provincial and even the national tourism market,so as to achieve its tourism development aim.Moreover,it should integrate,informationize,intelligentize and perfect its tourist market with thoughtful layout in advance to develop smart tourism.Consequently,this essay analyzes the outside overall advantages,its own present advantages and the challenges that Yiliang faces in the smart tourism construction,pointing out the experience of smart tourism cities construction at home and abroad.At last,from the perspective of public administration,this essay puts forward the proposal for smart tourism construction and the roles that the government should play in this project,including the government-guided infrastructure and public administrative platform.It is set to guide companies,tourists and the citizens to participate in this project,encouraging tourism companies to build some smart models to learn from.Through study,the foundation for smart tourism construction in Yiliang rests in giving full play to the good government administration,to develop smart management,smart service and smart marketing to connect the scenic spots,with the travel agencies,the hotels and finally the tourists,covering the ante-tourism,during-tourism and post-tourism activities,so as to promote the Yiliang tourism’s transformation and upgrading.The first part is the introduction,which illustrates the background and meaning of this research,with the research overview at home and abroad,research methods and technical route;The second part is on the theory basis;The third part is on the fundamental conditions for smart tourism construction in Yiliang;The fourth part is on the challenges that Yiliang faces and the experience from domestic and overseas area;The fifth part is about the layout and methods;The last part is about the summing-up and conclusion.
