Research On Government Behavior In The Development Of Red Tourism In J District,T City

Red tourism has become one of the most popular ways of traveling in recent years,especially in 2021 when the centennial anniversary of the founding of the Communist Party of China（CPC）was celebrated.A wave of red education swept across China as people revisited the revolutionary spirit of the CPC by traveling along red routes.The general offices of the CPC Central Committee and the State Council issued an Outline for the 2016-2020 Plan of Red Tourism Development in China in 2017,urging us to:Improve the standards for red tourism and enhance fundamental work for red tourism;launch a series of red tourism-themed promotion campaigns to extend the influence of red tourism.It can be seen that red resources are important for a district to promote its economic development,improve its cultural soft power and gain visibility.As a manager of public resources and allocator of public interests,local governments play an irreplaceable role in the development of red tourism.Therefore,it is significant to study and clarify the government behavior of J District in T City in the development of red tourism so as to achieve a high-quality development of red tourism in the district.Located in the old revolutionary base area of Huangqiao,J District is the birthplace of both the first red Soviet political right in mid-Jiangsu and the 14th Chinese Workers’ and Peasants’ Red Army,blessed with a wealth of red resources.However,red tourism development in the district is not satisfactory,though the local government established a development strategy of " Vitalizing the District by Tourism”and issued a collection of policies and documents supporting the development of rural tourism.The district government still has some problems in red tourism development,such as overlapping management,inadequate relevant support and a lack of talents.The fundamental reason is related to the fragmented management system of red tourism by district J government,coupled with the non-profit positioning of red tourism in District J,which makes the investment of all parties not active enough;The lack of attention and utilization of tourism talent resources finally hindered the development of red tourism in area J to a certain extent.This paper aims at finding out how can the government of J District in T City play a better role in the red tourism development.Based on theories of management on the quality of tourism,governments’ functions and the relationship between governments and markets,it makes deep research into reform on the management system of J District in T City,allocation of more capital resources to red tourism and making more effective use of talents in red tourism,in the hope of improving the local government behavior to realize a high-quality development of red tourism.
