A Study On The Fulfillment Of The Government’s Economic Functions In The Development Of Tourism In County X

As a new concept and model of tourism development,"global tourism" can effectively promote the integration,co-construction and sharing of tourism and other industrial resources,and help to promote the high-quality development of regional economy and society.Therefore,it has been highly valued by many local governments and will be implemented as an important strategy.How to scientifically view and accurately grasp the performance of the economic functions of the government in the development of global tourism,a new business form,needs to be further studied.In recent years,X County has transformed its profound historical,ecological,and rural resources into unique tourism resources,taking the lead in creating a national level regional tourism demonstration area in Henan Province.In this process,the government has actively performed its economic functions and played an important role by establishing a global tourism planning and policy system,providing global tourism public products,carrying out global tourism industry operations,strengthening global tourism market supervision,eliminating the external effects of global tourism and other ways,but at the same time,the government has also excessively involved in global tourism microeconomics activities,and global tourism economic decision-making has not fully reached the expected goals There are practical problems and shortcomings such as limited supply capacity of public products for global tourism,the overall market environment for global tourism that needs to be optimized,and the complex interest relationship of global tourism that is unbalanced.This article is based on theories such as new public management and collaborative governance,and adopts research methods such as literature research,questionnaire survey and interview,to deeply analyze the shortcomings of X County in fulfilling government economic functions in the process of developing comprehensive tourism.It believes that there are vague government role positioning,insufficient tourism and market orientation in industrial planning,lack of diversified guarantee for public product supply,and inefficient implementation of public policies Imperfect interest coordination mechanisms,market regulation and other aspects of the problem.In response to the existing shortcomings and underlying reasons,this article draws on the experience and practices of some regions in China,and proposes countermeasures and suggestions such as the government changing from "rowing" to "steering" to accurately locate economic functions,focusing on tourist experience to strengthen supply side reform and demand side management,adhering to result oriented provision of more comprehensive and high-quality public products,emphasizing collaborative governance to improve market supervision methods,deepening institutional and mechanism reform to improve decision-making and execution efficiency,I hope to provide reference opinions for the government of X County and even other regions to more effectively perform their economic functions and promote the high-quality development of the tourism industry.
