The Dilemma And Solution Of Comprehensive Administrative Law Enforcement Of Expressway Traffic

On February 28,2018,the Third Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the decision of the Central Committee of the Communist Party of China on deepening the reform of Party and state institutions,thus opening a new round of institutional reform.As the key point of the reform under the new round of institutional reform,the establishment of comprehensive traffic law enforcement system in line with the economic and social development is the embodiment of the modernization of the traffic industry governance system and governance capacity,the powerful system and mechanism guarantee for the realization of a strong traffic country,and the inevitable requirement for the construction of people’s satisfaction with traffic.Through reform,we will comprehensively integrate the law enforcement team,reduce the level of law enforcement,sort out the functional allocation,strengthen law enforcement guarantee,strengthen grass-roots construction,improve law enforcement efficiency,solve problems such as overlapping responsibilities,overlapping agencies,multiple and multi-level repeated law enforcement,and form a comprehensive traffic law enforcement system with unified power and responsibility,strong supervision,authority and efficiency,and high-quality service.However,in the process of implementing highway traffic comprehensive administrative law enforcement,there are also many new problems,such as poor quality of law enforcement,difficulties in law enforcement,poor effect of law enforcement,and low enthusiasm of law enforcement personnel.These problems have seriously affected the development and promotion of Chongqing Expressway traffic comprehensive administrative law enforcement,the law enforcement strength and authority of law enforcement departments,the safety and stability of the expressway,and even the healthy development of the expressway transportation industry.In order to solve this series of problems,the author combines the experience of practical work and his own research advantages,taking Chongqing Expressway traffic comprehensive administrative law enforcement as the starting point,through revealing the current situation of Chongqing Expressway traffic comprehensive administrative law enforcement,analyzes the causes of the problems,and tries to solve the problems.In addition to the introduction and conclusion,this paper is divided into four parts:The first part: related concepts and theoretical basis.This part explains the concept of highway traffic comprehensive administrative law enforcement in detail,and expounds the advantages of highway traffic comprehensive administrative law enforcement.At the same time,it introduces the theoretical basis of this paper,and makes a certain analysis of the guiding significance of this paper.For the follow-up in-depth analysis of the problem,solve the problem,provide theoretical support.The second part: highway traffic comprehensive administrative law enforcement status and reason analysis-Take Chongqing as an example.This part introduces the evolution and current situation of Chongqing Expressway traffic comprehensive administrative law enforcement,and analyzes its dilemma in depth.According to the interview of Chongqing Expressway traffic comprehensive administrative law enforcement management and front-line team members,this paper sorted out many problems existing in law enforcement,and analyzed the reasons for the problems.The third part: the experience and Enlightenment of highway traffic comprehensive administrative law enforcement.Read the relevant research literature and policy documents,understand the research status at home and abroad,compare and study the successful experience of the United States and Germany in the comprehensive administrative law enforcement of expressway traffic,and carry out comparative research from the aspects of the administrative law enforcement mode of expressway traffic,the application of information technology,the improvement of personnel quality,etc.,and summarize the experience and practice.The fourth part: countermeasures and suggestions.Based on the theoretical basis,excellent experience at home and abroad,the suggestions of Chongqing Expressway traffic comprehensive administrative law enforcement management and front-line team members,this part draws suggestions from the aspects of laws and regulations,quality of law enforcement personnel,law enforcement system,construction of traffic comprehensive administrative law enforcement own information system,etc.,to solve the dilemma of expressway traffic comprehensive law enforcement.
