A Study On The Standardized Exercise Of Discretion In T District Urban Management Law Enforcement From The Perspective Of Street Bureaucrat

The law enables law enforcement agencies to better understand the value of the law and to exercise their discretion to uphold social justice and justice.However,due to its flexibility and subjectivity,it is difficult to effectively and objectively control discretion,which is undoubtedly a great temptation for law enforcement officials.In the application of the law on municipal management,the basis for the exercise of discretion is mainly whether the outcome of the case can be advantageous for oneself.The law enforcement environment for urban street management is poor and the pressure is high.How to ensure that city management exercises scientific discretion in the law enforcement process is a problem it faces.This article takes the theory of street bureaucracy as the main basis for studying the exercise of discretionary powers in the application of the law on urban management in district T.This article focuses on the current state of the discretionary exercise in urban management in district T,details the bureaucratic theory of the street and the associated concepts of law enforcement and discretionary urban management,and addresses the existing issues in the form of field interviews to be introduced.From a problem analysis perspective,this article uses a combination of questionnaires and mathematical models based on street bureaucracy theory to analyze the causes of the problems of exercising discretion in urban management in the district.T,analyze the causes,then analyze the causes of the problems in China.Lists and summarizes the discretionary power of city management in certain cities.Exercising a good example of standardization provides a standardized experience of exercising discretion in the next step.Finally,an analysis of the causes of the problems in the previous article suggests specific measures to resolve the discretionary power of city management law enforcement in the T region.The results of the investigation show that there is an irregularity in the exercise of discretionary powers by law enforcement officers of the management of the city of Zone T.This irregularity is manifested in two states,negative and positive（abuse）,using the behavioral logic of the street bureaucracy（insufficient incentives,inadequate incentives,choice of the police,first.Allows to analyze the abandonment of the line,the use of rules）.Consequently,the problems that arise from the exercise of the discretionary power of the urban management of the T district are optimized under four aspects:unify the discretionary benchmarks,strengthen the technical supervision,reduce the social impact of relationships and pay attention to burn.out.
