The acceleration of urbanization has increased the demand for urban management in society,and urban management departments,as the leading force in this function,face enormous challenges.The report of the 20 th National Congress of the Communist Party of China has put forward new requirements for the administrative law enforcement system and procedures,pointing out the direction for the law enforcement work of urban management personnel.As street bureaucrats who directly face the masses,the behavior of urban management personnel directly affects the effectiveness of public policy implementation.Selective law enforcement,as an adjustment of street bureaucrat law enforcement methods,has a dual impact on the effectiveness of policy implementation.Measures should be taken to eliminate negative factors to the greatest extent possible,avoid the occurrence of selective law enforcement problems,maximize the effectiveness of public policy implementation,and achieve fairness in the law enforcement process.This article uses the Smith Policy Execution Model as the theoretical framework and uses literature research to review and sort out relevant literature at home and abroad,providing a theoretical basis for this article.Using investigation and research methods to study the current situation of selective law enforcement and public policy implementation,and through on-site research methods to gain an understanding of the organizational structure and law enforcement personnel of the urban management department in Z District of Xuzhou City,this study aims to analyze the reasons and propose countermeasures for the problem of selective law enforcement by urban management personnel in Z District of Xuzhou City.Through research data,it is summarized that urban management departments have three types of selective law enforcement problems in terms of law enforcement time,law enforcement objects,and law enforcement methods.The reasons are analyzed based on the four important factors of the Smith policy model: defects in public policies themselves,lack of management within policy execution departments,low coordination among policy target groups,and uncontrollable policy execution environments,leading to the recurrence of selective law enforcement problems.In response to the above issues and reasons,targeted countermeasures and suggestions are proposed from four perspectives to make up for the shortcomings of public policies themselves,strengthen the internal management of policy execution departments,enhance the willingness of policy target groups to cooperate,improve the controllability of policy execution environment,and work together from multiple parties to reduce selective law enforcement issues,making selective law enforcement gradually become a favorable means to assist urban management in regulating law enforcement.This article combines the theory of street bureaucrats,uses the Smith policy implementation model as a theoretical framework,and analyzes the selective law enforcement issues of urban management personnel in Z District through literature research,investigation research,and field research.Based on research data,it is summarized that urban management departments have three types of selective law enforcement problems in terms of law enforcement time,law enforcement objects,and law enforcement methods.The reasons are analyzed in combination with four important factors of Smith’s policy model: defects in public policy itself,lack of management within the policy implementation department,low coordination between policy target groups,and uncontrollable policy implementation environment,resulting in the recurrence of selective law enforcement problems.In response to the above problems and reasons,countermeasures and suggestions are proposed from four perspectives to remedy the shortcomings of public policies,strengthen the internal management of policy enforcement departments,enhance the willingness of policy target groups to cooperate,improve the controllability of the policy implementation environment,making selective law enforcement gradually become a favorable means to assist urban management in regulating law enforcement.
