Research On The Rural Pension Service From The Perspective Of Multi Dimension

In the 13th five year plan for the development of China’s aging undertakings and the construction of the elderly care system issued in 2017,the goal for the development of the elderly care service is "a more complete elderly care service system based on home,supported by community,supplemented by institutions and combined with medical care",and it is pointed out that the supply capacity should be greatly improved,the quality significantly improved,the structure more reasonable,multi-level and multi-level Diversified pension services.However,the current development of the elderly care service in the central region,especially in rural areas,is still in its infancy.The service projects are single,the linkage of the supply subjects is poor,and the development of the elderly care service faces many practical challenges.There is a large number of elderly people in rural areas in China.The quality of life of the elderly in rural areas is directly related to the harmony and stability of the whole society.We must constantly explore the right way out for the development of rural elderly care services.In this paper,questionnaire survey,interview and quantitative digital analysis are used to analyze the demand and supply of pension services in rural areas of Zhoukou City,Henan Province,pointing out the existing problems and causes of the current development of pension services,and exploring the development countermeasures of rural pension services in underdeveloped areas from the perspective of multi-dimensional simultaneous development.From the perspective of multi-dimensional development,it is emphasized that in the public service of rural elderly care,we should change the single thinking,pursue the diversification of the supply subjects,and stimulate the participation consciousness and the main responsibility of the government,enterprises,communities and families.At the same time,it emphasizes the linkage and coordination between the main bodies,that is,to form a joint force from all dimensions,to eliminate the dead corner,and to improve the level and quality of rural pension services.This paper is mainly composed of six parts,the first part is the introduction,which mainly involves the research background,research significance,research methods and the framework of the paper;the second part is to analyze the research status of domestic and foreign rural pension services,and elaborate the innovation of this paper.The third part is to define the related concepts of rural pension services,elaborate the theoretical connotation of welfare pluralism theory and collaborative governance theory,and demonstrate the inspiration and relevance of these theories to the research of rural pension services.The fourth part is to sort out the field survey data,introduce and analyze the current situation of the supply and demand of the elderly service in Zhoukou rural areas,and understand the current actual demand of the elderly and the existing problems of the supply of elderly service.The fifth part is to elaborate the dilemma of supply and demand and the coordination of the main body in the current development of the elderly care service in Zhoukou rural areas,and to summarize and analyze the reasons.The sixth part is to combine the actual situation of the survey site and the connotation of the collaborative governance theory,and propose that the role positioning of the old-age service provider should be clarified from a multi-dimensional perspective,break the institutional barriers,enhance the economic strength of the development of old-age services,and lead the transformation of old-age concepts to solve the development dilemma of rural old-age care services,and at the same time put forward the idea of exploring a complex old-age care service model for the development direction of rural old-age care services in Zhoukou City.
