inspection and supervision organization at the grass-roots level are increasingly put the energy and attention on the role and behavior supervision,widespread implementation of role behavior supervision and to facilitate the implementation of public policy and public decision plays an important role,It is necessary and effective to supervise the performance of duty behavior,but how to effectively and efficiently implement the performance of duty behavior supervision is an important research and practice topic at present.Therefore,this article selects optimization started behavior supervision of discipline inspection organization at the grass-roots level research,comparing the advantages and disadvantages of different supervision mode since the behavior and characteristics of the analysis of the predicament of commonality in the currently executing behavior supervision and the deep-seated reasons behind,on the basis of comprehensive and feasible measures are put forward Suggestions,has considerable research value and practical significance.According to the supervising subject,supervising object,supervising time,supervising content and supervising way,this paper divides the existing supervising modes of duty performance behavior into the following three types: tracking supervising mode,indirect supervising mode and result backtracking mode.Three models based on role and behavior supervision of multiple Angle analysis,W city C area of zhejiang province during 2019 to2020 by executing behavior supervision of data for quantitative analysis of the case,to supervise the three patterns of cost-benefit comparison situation has carried on the questionnaire survey,combined with qualitative analysis,comparative analysis and the analysis of typical cases,There are three modes of duty performance supervision: tracking supervision,indirect supervision and comprehensive evaluation of result backtracking.According to the results,tracking supervision mode is a widely used mode of supervision,applicability is strong,using threshold is low,the result is reliable,problem correction is relatively easy to advantage,such as to found the leading cadre negligence responsibility has more prominent effect,from the simple benefit perspective,tracking supervision mode had highest value;But it is hard to see a deeper problem that may replace the regulatory responsibilities of public organizations,and the attention of the supervisors themselves is weakened in the process of tracking supervision.Indirect supervision mode has a lower input cost,which is beneficial to give play to the initiative of functional departments and local governments.It is an important auxiliary and supplementary means,and has a great advantage in the coverage of supervision field.From the perspective of the supervised,the effectiveness of indirect supervision is obviously better than that of the supervisor.However,the effect of indirect supervision is too dependent on the public sector,and the information obtained may not be completely true,which is limited by the professional aspect.Results Backtracking model saves the cost investment in the stage of problem discovery,has the characteristics of being more in line with the public expectation,and has the characteristics of punishment,and can make more fair and just disposal.From the perspective of cost-benefit ratio,the result backtracking model has the largest "return rate".However,the impact and effect of the result backtracking itself is limited,increasing the pressure on the discipline inspection and supervision agencies.In practice,the supervision of performance of duty is also faced with a common dilemma,behind which there are deep-rooted reasons,which affect the effectiveness of the implementation of the supervision of performance of duty.The main problems and dilemmas are the formalization,dislocation and deterioration of the performance behavior supervision,which are embodied in the fact that the performance behavior supervision itself may become a mere formality,the discipline inspection and supervision institutions directly carry out the performance behavior supervision instead of the functional departments,and the functional departments as the supervised objects make reverse use of the performance behavior supervision,etc.These problems and dilemmas are caused not only by the internal reasons of the discipline inspection and supervision organizations,but also by the public organizations as the supervised and the local Party committees as the leaders.The main problems are that the discipline inspection and supervision institutions have a one-sided view of their achievements,the functional supervision of public institutions is not fully in place,and the implementation of the "three transformations" of discipline inspection and supervision is not fully in place.Finally,according to the results of qualitative and quantitative analysis and from the perspective of comprehensive governance,the paper puts forward targeted combination suggestions for the optimization of the supervision of the performance of duty of grass-roots discipline inspection and supervision institutions.It is suggested to change the focus of discipline inspection and supervision,overcome the cognitive bias within discipline inspection and supervision,and clarify the boundary between the performance of duty behavior supervision and functional supervision.Strengthen the supervision over the performance of duty of accredited and inspection agencies;Pay attention to the combination and application of different performance behavior supervision modes to achieve the effect of complementary advantages;Make full use of social supervision and public opinion supervision,strengthen the initiative of social supervision and public opinion supervision,strengthen the initiative of the result backtracking mode;Increase cooperation with audit institutions and procuratorial institutions,and establish normal information reporting and clue transfer mechanisms with audit,finance and procuratorial institutions;We will improve the institutional guarantee system and establish a scientific and effective evaluation mechanism for the effectiveness of the supervision of behavior in the performance of duties.The research results of this paper are helpful for grassroots discipline inspection and supervision institutions to implement effective and efficient supervision of their performance of duties,thus helping government departments to improve their work style and work efficiency,and promoting the effective implementation of public policies and public decisions at the local grassroots level. |
