Study On The Performance Of Supervision Responsibilities Of Discipline Inspection And Supervision Accredited Institutions At The County Level

Deepening the reform of discipline inspection and supervision system is an important strategic plan made by the Third Plenary Session of the Eighteenth Central Committee of the CPC,and is also the political need to strictly govern the Party in an all-round way,the plenary session clearly defined the reform ideas of implementing the "two responsibilities"(the main responsibility of the Party Committee and the supervisory responsibility of the Discipline Inspection Commission)and realizing the full coverage of accreditation and supervision.Since the Eighteenth National Congress of the CPC,discipline inspection and supervision organs at all levels and their accredited agencies have also taken positive actions,focusing on supervision,discipline and accountability,and taking the initiative,which has played a fundamental role in the construction of a clean and honest Party style.However,in view of the current situation,the institutional construction of community-level discipline inspection and supervision accredited institutions,in particular,is still not perfect,the capacity and quality need to be improved,the willingness to take the initiative to supervise,dare to supervise is not strong,at the same time,grassroots interest transfer,power rent-seeking and other violations of discipline and law are still frequent,accredited institutions discipline supervision effect is greatly reduced.Therefore,how to quickly adapt to the requirements of reform and continuously improve the ability of supervision and performance of duties is particularly urgent.Based on the research results of domestic and foreign scholars on administrative supervision and political supervision,and combined with my own practical work,this paper takes the implementation of the supervision responsibilities of the discipline inspection and supervision accredited institutions in S county as the research object,on the basis of the theory of political supervision,through field visits to dispatched units,accredited agencies and accredited units,gathering relevant information by means of discussion and data viewing,introducing the current situation of the performance of supervision duties of accredited agencies in S County by means of literature research and investigation research,putting forward the problems existing in the performance of supervision duties of accredited agencies,and analyzing the reasons for the problems,from dispatch units,accredited agencies and accredited units put forward suggestions on strengthening the performance of supervision duties of accredited agencies of discipline inspection and supervision at grass-roots level from various perspectives.The main contents of this paper are as follows:through the analysis of the current situation of the performance of the supervisory duties of the discipline inspection and supervision accredited institutions in S county,the paper puts forward four problems in the performance of the supervisory duties of the accredited institutions in S county,such as not smooth operation of the accredited institutions,insufficient implementation of the supervisory duties,insufficient enforcement of discipline and accountability,and unclear working ideas.It also finds out the four reasons for the imperfection of the system of stationed institutions,the inadequate transformation of ideological understanding,the weak awareness of "two responsibilities" and the lack of ability and quality of stationed cadres.Based on this,some suggestions are put forward to improve the ability of grassroots discipline inspection institutions to perform their supervisory duties,such as perfecting the system construction of the institutions,focusing on the main responsibilities,improving working methods and strengthening the team construction of the institutions.
