| The year of 2018 is a year for short video,and many government agencies have successively settled on a short video platform called Tik Tok to carry out government missions.Compared with other governmental media,Tik Tok combines audio-visual,action,and emotion together,which gives it a natural advantage in spreading government image.The public security organizations in Northeast China seized the new opportunity of the rapid rise of Tik Tok in government affairs and made active use of it to shape new public security image.By March 2021,the new users of the Northeast public security affairs in Tik Tok had reached 79 percent,far more than any other government department.However,under the situation where account registration tends to reach saturation point with declining broadcast and thumb up rate,the limited effect of improving public security image with Tik Tok initiated by the Northeast public security organizations has become a major concern of the government and academic world.However,currently there are only limited research regarding this issue.In this context,this research has selected‘Public security image of the Public Security administration on Tik Tok in Northeast China’as object.Public security images are composed of objective images,media images,and cognitive images,among which the objective image is perceptible but unmeasurable.Hence this article has focused on the media image and cognitive image of public security.Through the method of content analysis and text analysis,this research has fully demonstrated the existing state of the self-presented public security image demonstrated in the Northeast public security administration account and which recognized by the audience.By comparing and analyzing the differences between them,searching for the reasons of the differences in combination with related theories,this article aims at giving targeted suggestions for the Northeast public security organizations regarding how to use new media to enhance the public security image.The study found that the public security organizations in Northeast China used Tik Tok to present the image of "loyal to the Party and patriotic,the vanguard of delivering positive energy" and "safeguards who are close to the people and dare to act ".However,the public security images perceived by the audience are mainly "a trustworthy defender of people who conveys positive energy" and "a strict law enforcer and a humorous law implementer".Based on this comparative analysis,it is found that there are deviations between the real image of the Northeast public security organ and which perceived by the audience in the three following aspects;the category of image,the specific evaluation of the image,and the emotional attitude.After analyzing the reasons for the deviation,this paper puts forward suggestions for Northeast public security organizations to improve the image of public security by applying Tik Tok to handling government affairs from the perspective of self-construction of public security team and the application of new media in government affairs.In this paper,the research on the image of public security in Northeast Government’s on Tik Tok is in line with the country’s policy about vigorously developing new media for government affairs,the needs of a comprehensive and all-round revitalization of Northeast China in the new era.It provides a practical and feasible way for government agencies to use new government media to shape their own image and broaden the ideas for academic research on new media for government affairs. |
