Study On The Model Of Community Governance Leading By Party Building From The Perspective Of Ecosystem Theory

The rapid change of social economy and the change of social environment have accelerated the transformation and development of social governance in China.Grassroots social governance is faced with the new situation and new challenges of heterogeneity of interest demands,complexity of governance environment and agglomeration of governance risks.The original grassroots social governance pattern and system cannot meet the goals and needs of social governance in the new era.Therefore,speeding up grassroots social governance innovation and promoting the transformation and development of grassroots social governance patterns and governance systems has become the top priority.Party building leads to promote community governance innovations.It is one of the important measures.This paper first systematically combs the practice history of community governance in my country,combs and summarizes the research progress on community governance and party building-led community governance at home and abroad,proposes a model study of party building-led community governance,and tries to build an analytical framework with the aid of the ecological system theory of social work,and clarify the research.Direction of progress.Combined with the three-month internship in the S community,through questionnaire surveys and data interviews,a detailed analysis of the transformation and governance development path of the S community was conducted.The research found that under the dual changes of governance environment and governance objectives,S community continued to improve the level of serving residents,and constantly improved the main body linkage pattern and governance service mechanism in the community governance process.There are still problems such as insufficient effectiveness of the governance body linkage,the subjectivity of residents’ autonomy still needs to be improved,and the problems left over from the community history urgently need to be resolved.Then,based on the governance practice of the S community,the perspective of ecosystem theory is introduced to construct a community governance model of "one core,four dimensions,and multiple co-governance".It is believed that the party-building-led community governance model has the characteristics of structural compounding of governance entities,refined governance services,and aggregation of governance resources.The core elements are to adhere to the leadership of party building,clarify the status of multiple subjects,cultivate social organizations,exert social work forces,and stimulate community endogenous Motivation,proposes the operating mechanism of the governance model from various aspects such as community governance platforms and methods.Finally,in view of the shortcomings of the current party-building-led community governance model,measures to promote the transformation of community governance,improve the community governance service model,community construction,foster residents’ autonomy,develop community social work,and stimulate the vitality of the community’s talent team,are proposed as feasible implementations.path.In short,the innovative development of community governance is inseparable from the embedding of professional social work,the use of professional social work values,concepts,and methods to promote the level of community governance,realize the localization of professional social work,and realize the modernization of grassroots governance as soon as possible.
