Research On The Work Of Petition And Stability Maintenance Based On Public Security Intelligence

With the continuous development of society,various interests are constantly adjusted,deep-seated contradictions such as politics,economy and culture are gradually emerging,and the infiltration activities of hostile forces at home and abroad are intensified,all kinds of social risks are intertwined and superimposed,and the unstable factors affecting social order are gradually increasing.At the same time,people’s awareness of safeguarding their rights is gradually awakening,the implementation of laws and regulations lags behind the development of the times,the relevant policies and measures are not perfect,the government’s administrative behavior lacks the necessary fairness and justice in some aspects,and the problem of maintaining stability caused by various contradictions constantly occurs,which has become an important aspect of affecting social stability.The Fourth Plenary Session of the 19 th CPC Central Committee passed a major decision to promote the modernization of national governance capacity.The difference from "social management" to "social governance" is actually a profound change in governance concept,which shows the urgent demand for social governance capacity in China at present,and is also the realistic trend of national governance capacity building.Properly handling all kinds of social contradictions and actively solving the problem of letters and visits to maintain stability is an important embodiment of the level of national governance ability.Therefore,it is particularly urgent to speed up the optimization and improvement of the petition stability maintenance mechanism.The development of information technology has profoundly changed people’s lives.Some predictable and unpredictable risks are more and more related and sensitive to the maintenance of social stability.Information and intelligence in the work of letters and visits to maintain stability has become a key link to control the complex and severe social environment and maintain social stability.Giving full play to the important role of information and intelligence in the work of letters and visits to maintain stability is an era subject of system engineering to prevent and resolve major risks.The public security organs are not only the law enforcement departments to crack down on crimes and protect the personal and property safety of citizens,but also the administrative departments to maintain national security and social order.They are also the main force in the work of letters and visits to maintain stability.Based on the perspective of Public Security Intelligence,we can deeply understand the current situation of public security organs in the work of letters and visits to maintain stability,find loopholes,analyze reasons and solve problems,It has a very positive significance to clarify the function orientation of public security organs,improve the social security prevention and control system,and improve the ability to resolve contradictions.Taking Y City as an example,from the perspective of public security intelligence,this paper discusses the work of petition and stability maintenance.By studying the internal logical relationship between the two,and using the theories of risk society,intelligence early warning and social governance,this paper analyzes the mechanism,mode and path of Public Security Intelligence in the work of petition and stability maintenance,and summarizes the existing experience and Enlightenment of the work,Put forward some countermeasures,in order to get out of the predicament of the petition work,to provide useful reference for the Party committee and government in dealing with related problems.
