| At present,with the rapid development of the economy and society and the increasing improvement of people’s living standards,the legal awareness,rights protection awareness,and petition awareness of the masses have greatly improved.This has also led to the diversification of people’s interests and demands,and various petition issues and conflicts continue to emerge,bringing many unstable factors to society,At the same time,it brings huge challenges to government agencies and units at all levels to maintain social harmony and stable development.Faced with the current situation and development trend,the Central Committee of the Communist Party of China has proposed the requirements of comprehensively deepening reform,improving and developing the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capabilities.The establishment of the petition system is in line with the current development status of China’s society.It can not only collect issues and demands,but also play a certain role in handling social contradictions and disputes,preventing and resolving social conflicts.In the current process of social development,it is equivalent to a "safety valve" and plays an irreplaceable role in maintaining social harmony and stability and promoting stable social development.The main principle of current petition work is "territorial management,hierarchical responsibility,who is in charge,who is responsible".Its initial purpose was to clarify the responsible subject of petition,thereby consolidating responsibility,avoiding the transfer of problems and responsibilities to higher-level or other departments,promoting and promoting the resolution and handling of conflicts at the grassroots level,and from the source.However,there have been certain deviations in the actual implementation process,leading to the mutual"thro wing blame" among the responsible subjects at all levels and departments to avoid responsibility.Not only did it not promote the timely and effective resolution of the contradiction between letters and visits,but it has instead led to a series of skip level visits and repeated visits,forming a large number of letters and visits backlog,posing a certain threat to social harmony,stability,and economic development.This article takes B city in A province as an example,starting from the principles of local management of letters and visits,to explore a series of problems that have arisen and the reasons for these problems.Research has found that the problems that arise under the management of petition territories include:the ineffective management of "territories",the need to strengthen the efforts of "territories" to solve problems,the increased cost of petition stability maintenance putting too much burden on "territories",the continued popularity of"unconventional" petition methods,and the damage to government credibility;The reasons for this include:unequal rights and responsibilities and resources of grassroots governments,implementation deviations in territorial management,inadequate ideological and work style construction of the cadre team,excessive proportion of petition assessment indicators,and inadequate construction of grassroots organizations.At the same time,based on the management practice of B city’s petition territories,the paper further proposes five suggestions:promoting the matching of grassroots government rights and responsibilities with resources,improving the supporting mechanism of territorial management,strengthening the ideological and work style construction of the cadre team,improving the performance evaluation system,and strengthening the construction of grassroots organizations.The paper studies the issues in the implementation of territorial management principles in the work of maintaining stability in letters and visits,in order to provide feasible suggestions for cracking down on the deviation of territorial management principles in letters and visits,improving the quality and efficiency of grassroots handling of letters and visits conflicts,and promoting the continuous improvement of the letters and visits system,improving the ability of society and government agencies at all levels to handle social conflicts,and promoting the modernization of grassroots social governance capabilities and governance systems. |
