In 2022,the Regulations on the Work of Letters and Visits ushered in a major revision after 17 years of silence.The Regulations on the Work of Letters and Visits of the CPC Central Committee and the State Council were considered and approved by the Political Bureau of the CPC Central Committee at its meeting on January 24,2022,and issued by the CPC Central Committee and the State Council on February 25,with 6 chapters and 50 articles,which came into effect on May 1.This regulation clearly shows that only by adhering to the command and leadership of the Party can the work of grassroots letters and visits be done in an orderly manner.The Party’s leadership of grassroots petition work should follow the principles of centralized leadership,comprehensive leadership and unified leadership.Only in this way can the Party deepen the flesh-and-bone relationship with the people,adhere to the letter and visit work from the masses,to the masses,and improve the letter and visit mechanism.The important modification of this regulation is planned in the top-level design,which can effectively improve the work of grass-roots letter and petition and promote the resolution of acute letter and petition problems can produce significant significance.This paper takes the real situation of grassroots letter and petition in L County as the background,specifically analyzes the current situation and characteristics of the existence of letter and petition problems in L County through the comparison of letter and petition data in the past three years,relies on data and actual case support,puts forward the main problems faced by the current grassroots letter and petition work,and sorts out and analyzes the causes of the problems.Combined with the work system of L County,the scientific theory of letter and petition is applied to conduct an in-depth analysis and judgment on the letter and petition problems of L County and the letter and petition events involved in maintaining social stability,analyze and study the real difficulties and advanced experiences encountered in the grassroots letter and petition,examine the defects of the work system,and propose countermeasures to improve the grassroots letter and petition work.This paper takes the changes of the new regulations as a grip to summarize the impact of the new regulations on grassroots letter and visit work before and after their promulgation,as well as the gambling points and difficult problems that exist in the process of implementing the new regulations.On the basis of in-depth rural research,the author draws conclusions and typical practices that have significance in guiding the practical work of letters and visits,mainly by studying literature on letters and visits,researching specific cases of letters and visits,and conducting actual interviews and talks,and then proposes effective specific measures and policies that need to be reformed to explore the path of letters and visits under the new situation.
