| Public security petition work refers to the activities of public security organs to accept,investigate,and resolve public security petition matters within their jurisdiction in accordance with law,and is an important channel for public security organs to promote the resolution of the lawful demands of the petitioning masses,and its essence is mass work.General Secretary Xi Jinping has attached great importance to letters and visits,comparing them to a "mirror" that can understand people’s expectations and summarize them into political gains and losses.In October 2020,the Fifth Plenary Session of the19 th CPC Central Committee deliberated and adopted the 14 th five year plan,which made specific requirements for maintaining social stability and security,including correctly handling contradictions among the people under the new situation,unblocking and standardizing channels for the expression of people’s demands,interest coordination and protection of rights and interests,and improving the petition system.Based on the theory of Expectation Confirmation,administrative relief and social safety valve,this paper systematically combs the relevant literature at home and abroad,and defines the concepts of public security petition and petition work.Combined with practical work experience,taking the petition work of Y District Public Security Branch of S City as a case study,this paper analyzes the current situation of petition work of Y District Public Security Branch of s city from the aspects of organizational structure,function,working mechanism and characteristics,and summarizes the achievements of petition work in recent years.Based on 30 typical cases,10 cases are selected for in-depth study by using the grounded theory analysis method.Through the first level concept coding,the second level theme coding and the third level core coding,the experience of petition work is summarized,that is,the premise of resolving the first letter and first visit according to law and regulations,the separation of complaint and visit is the core of resolving the letter and visit related to law,and the participation of multiple departments is the key to resolving the key and difficult letters and visits;It is concluded that the main problems existing in the petition work of Y District Public Security Branch of s city are that the problem of "not believing in the law of petition" is still prominent,the hidden dangers of petition are not grasped,the working mechanism of petition is not perfect,and the standardized level of law enforcement needs to be improved;The main reasons for the problems are the risks associated with the multi-dimensional rapid development of population,economy and transportation in Y District of S City,the dual superposition of the awakening of rights protection consciousness of petitioners and the lack of legal literacy,the insufficient early warning and investigation of the source of petitions,the imperfect petition policies,and the service consciousness,legal consciousness and working ability of public security police need to be improved;Finally,it puts forward specific countermeasures for the existing problems and reasons,mainly including vigorously improving the legalization level of public security organs’ petition work,strengthening the source management of public security organs’ petition,further improving the public security organs’ petition work mechanism,and improving the public security organs’ own law enforcement level.It is hoped that the research of this paper will help to improve the effectiveness of grass-roots public security organs’ petition work. |
