Research On The Problems And Countermeasures Of The Public Security Petition Work In S City In The New Period

With the rapid development of China’s socialist market economy,social contradictions are increasingly diversified,and the recurrence of COVID-19,China has entered a new period of normal epidemic prevention and control,and some foreseeable and unpredictable risk factors have increased significantly,which has brought many problems and challenges to China’s petition work.The full text of the Party’s 20th annual report pointed out six times that in the face of the grim and complex international situation and the huge risks and challenges,we need to unite and lead the whole Party,the army,and the people of all ethnic groups in China.Only through the close cooperation of the whole Party,the army and the people of all ethnic groups in China can we meet these challenges effectively,and propose to improve the national risk monitoring and early warning system.Public security letters and visit is a special way of administrative letters and visit,which has a unique role in accepting and dealing with citizens’ opinions and suggestions to the public security organs.Among them,the most important thing is that the public security letters and visits can more accurately grasp the contradictions at the grass-roots level,so the efforts to resolve the contradictions of the masses are also stronger.We will make more efforts to resolve conflicts among the masses.Therefore,the study of public security letters and visits is of great practical significance,which can not only improve the national monitoring and early warning ability of conflicts,disputes,risks and hidden dangers,but also enrich the in-depth research of the national social security prevention and control system.This paper first expounds the connotation of public security petition,and then expounds the working system,work measures and work effectiveness of public security petition in S city in the new period.By consulting the data of public security petition in S city in the new period and the interview,the police has the following problems;the difficulty of the network public opinion and the surge of network complaints.In this regard,the author analyzes the reasons for the problems of the public security petition in S city in the new period:first,the resolution of the contradictions at the grassroots level is not strong;second,the expansion of electric fraud and the expansion of the affected groups of investment;third,the cultural level of the petitioners is limited;fourth,the lack of law enforcement ability of the public security police.Finally,the author considers how to deal with various social contradictions in the new period through the theory and methods of risk governance,collaborative governance and social conflict,and puts forward the path and method to optimize the work of public security petition in S city from four aspects of working mechanism,promoting work,source governance and law enforcement supervision.In the future public security petition and even the whole petition work,how to do a good job in the risk early warning and emergency plan of letters and visits and prevent the social risk from rapidly evolving into fierce contradictions and conflicts will attract more scholars to participate in further exploration and deeper research.
