The Problems And Countermeasures Of Rural Human Settlement Environment Governance

With the continuous progress of society,more and more farmers want to have a clean and beautiful living environment,which constitutes a part of their good life.The party and the government attach great importance to the construction of a beautiful and livable new countryside,and have issued a series of policies for many years to improve the rural living environment.Especially after the implementation of the Rural Revitalization Strategy,the governance of rural living environment has been listed as the priority of governments at all levels.Although China’s rural living environment has gradually improved,it also faces many problems.Therefore,it is of great theoretical and practical significance to strengthen the research on the governance of rural living environment.This paper takes the governance of rural human settlements as the research topic,using the methods of literature research,case analysis and interview.Based on the analysis of the course and policy process of rural human settlements governance in China,according to the political,economic,social and other factors in different historical periods,this paper divides the rural human settlements governance since the founding of new China into five stages,and systematically expounds the change process and characteristics of each stage.At present,China’s rural human settlement environment governance practice has made great achievements in relevant laws and regulations,ecological environment,public infrastructure,housing conditions,public services,etc,but also has some problems,such as imperfect governance system,imperfect governance mechanism,governance subject dislocation,insufficient investment,village planning and supervision.Through the analysis of specific cases,the above achievements and problems can be seen at a glance.In this paper,Xintian County Rural Human Settlement Environment Governance as a case,based on the field investigation,in-depth analysis of the Xintian County Rural Human settlement environment governance measures and results,and extract the four typical experience of adhering to the party and government leadership,respecting the subjectivity of farmers,scientific planning of villages,the introduction of private capital.On this basis,the paper puts forward specific countermeasures to optimize the governance of rural human settlements in China from the aspects of Party and government leadership,governance subject,laws and regulations,governance mechanism,governance funds,scientific planning,public services,etc.
