| Business environment is productivity,and optimizing business environment is to liberate productivity and improve competitiveness.In recent years,Dalian Puwan Economic Zone has thoroughly implemented the central deployment,taken optimizing the business environment as a major task to promote high-quality development,constantly innovated the system and mechanism,and introduced and implemented a series of policies and measures,but the implementation effect is not significant.This paper mainly studies the development status,existing problems and countermeasures of promoting the construction of business environment in Dalian Puwan Economic Zone.Through understanding the basic situation of the construction of business environment in Dalian Puwan Economic Zone,we have carried out a systematic investigation and research on the current situation of business environment in Puwan Economic Zone by means of field survey and questionnaire,and have a more comprehensive understanding of the current reality of promoting the construction of business environment in Dalian Puwan Economic Zone.The survey results show that the Puwan Economic Zone has problems in promoting the construction of business environment,such as imperfect financing channels,inaccurate policy supply and preferential policies for enterprises,slow management of legal environment and brain drain.In view of the problems existing in promoting the construction of business environment in Puwan Economic Zone,this paper analyzes them and finds out the root causes of these problems.At the same time,draw on the excellent experience at home and abroad,compare the business environment of Puwan Economic Zone with it,and combine the actual situation of Puwan Economic Zone Management Committee to provide effective suggestions for the optimization of business environment,and provide targeted and referential implementation measures for better attracting investors.In the later stage of development,the management committee of Puwan Economic Zone needs to properly guide the involvement of private capital,including but not limited to small and micro financial enterprises and supply chain financing.At the same time,establish effective communication channels with enterprises to solve the problems of enterprises in tax and policy communication.Constantly improve the responsibility system,improve the construction of the legal environment,and organically combine "governance by law" and "effective governance".Establish effective talent attraction policies,build a talent service platform for Japanese enterprises,and formulate customized talent attraction strategies. |
