Study On The Reform Of Comprehensive Law Enforcement In Towns Of Xinbei District,Changzhou City

Comprehensive law enforcement reform is becoming an important issue in our country.It can not only effectively make up for the shortcomings of social governance,but also enable the masses to truly feel the convenience brought about by the reform.What the reform wants to achieve is to build a grassroots governance system runs well and further the modernization of the grassroots governance system and abilities.Since2018,Changzhou City,Jiangsu Province has selected some developed towns as comprehensive law enforcement reform pilots,and promoted steadily;in 2020,on the foundation of pilot projects’ success,the city put the whole reform into practice in all towns formally.Through the study of the change,we could found that the following effects are really positive: the main force of law enforcement has moved down to the necessary areas,the system works more smoothly,and the results of the reform feedback social and economic development.However,we must also see that there are still many problems in this reform,so all of us should continue to work and make more contribution for the change of the system.By studying the reform process of the towns in Xinbei District,Changzhou City,it is found that there are following problems: law enforcement is biased,functions are overlapped and communication is not clear,supply of law enforcement team is deficient,law enforcement is not strict,and low level of people’s management participation.The reasons for the problems are: lack of legal system,comprehensive law enforcement system is not perfect,inadequate funds、personnel allocation and law enforcement supervision system,weak sense of scientific management and so as the effective management channels.In order to make it better,we should take pains to perfect the comprehensive law enforcement legal system and the mechanism,guarantee and improve the quality of the law enforcement staffs,ensure the exactness of law enforcement,strengthen "good governance",pay more attention to public interaction and involvement,and so on.Finally,the comprehensive law enforcement system reformation can be successful in the towns of Xinbei District,Changzhou City.
