| Comprehensive administrative law enforcement reform is a process of redistributing some or all of the public affairs management functions that were early exercised alone by several departments to one certain department,it aims to consolidate resources validly,distribute forces scientifically,improve quality of law-enforcement,and approach normalization and modernization of urban and rural governance.Since October 2017,Zhenglu Town,Tianning District,Changzhou City,has pioneered to start comprehensive administrative law enforcement reforms,in order to practically address the long-standing problems at the grassroots level,such as the “Big Car,small horse”“Big responsibility,small power” and “Separation of powers and responsibilities”,it has steadily undertaken a batch of approval,service,and law-enforcement authorities,which involves many fields,affects a wide area and grassroots needs urgently,and has set up a model which is highly adaptable to the development of Zheng Lu.This paper firstly expounds the research background,introduces the present reform situation at home and abroad,and interprets related concepts and theoretical basis.After that,taking the comprehensive administrative law enforcement reform which are being pushed forward in Zhenglu of Tianning as the research object,this paper checks problems and discusses reasons from six sides,like organizational structure,supporting reform,decentralization,joint logistics,information sharing,ability and quality.Then,combined with the reform practice of Zhangpu town of Kunshan City,Fotang town of Yiwu City,Jiaozhou City of Shandong Province and other pioneer areas,from the perspective of emancipating the mind,improving the system and mechanism,strengthening the hardware support,tempering the law enforcement team and improving the effectiveness of law enforcement,this paper puts forward some suggestions for the next step to improve the reform,which provides a certain reference for the grassroots to promote the reform of administrative management and develop new forms of social governance.This paper has 14 pictures,7 tables and 108 references. |
