| Along with the current increasing situation of the world aging,China’s population ageing situation is also very serious.The pension problem has become a big problem,and the community home-based pension has emerged.Community home-based pension refers to the elderly living at home,participating in activities in the community,relying on rich community resources and community platforms,enjoying multiple services.Community home-based pension makes up for the shortage of home-based pension and institutional pension,which is more suitable for China’s national conditions and the elderly’s pension demands.Through the research methods of making a survey on the service objects of typical communities,and conducting telephone interviews with the relevant staff,we find that the Xinbei District community home-based pension has achieved some achievements: the construction of policy system is relatively perfect,the government’s purchase of services is significantly enhanced,the construction of service facilities is relatively effective,and the level of service capacity is significantly improved.However,there are some problems,such as the government functions are confused and misplaced,the supervision is not in place,the supply of public funds is insufficient,there is a gap in supporting facilities,and the types of services are not rich,the satisfaction of services is low,and family participation in providing for the aged is insufficient.There are some reasons of these problems: first,the positioning of rights and responsibilities are not clear;second,the evaluation mechanism is not perfect;third,the financing channels are not smooth;fourth,development is rapid and investment is insufficient;fifth,the contradiction between supply and demand is prominent;sixth,the professionalism of service personnel is lacking;seventh,the concept of family support for the aged is biased.In view of the problems and causes,the author draws lessons from the useful experience of community home-based pension at home and abroad,so as to put forward countermeasures to optimize the community home-based pension in Xinbei district.The first suggestion is to optimize the functions of the government and clarify the rights and responsibilities.The second suggestion is to strengthen supervision and management and promote scientific evaluation.The third suggestion is to increase investment and improve infrastructure.The fourth suggestion is to unblock financing channels and absorb private capital.The fifth suggestion is to meet the needs of the elderly and provide multiple services.Thesixth suggestion is to enrich professional talents and strengthen team building.The seventh suggestion is to strengthen family responsibility and raise old-age care consciousness,and so on. |
