| Rural governance has the characteristics of multiple governance subjects,variable governance contents and diverse governance methods.A fundamental problem of rural governance is how the Communist Party of China integrates multiple subjects to construct an effective rural governance model.This article revolves around the problem that how to integrate rural multiple governance subject.Based on the theory of organizational integration,an analytical framework of “Party building+N” integration mechanism is constructed.“Party building” in “Party building+N” refers to the building of Party organizations at the primary level.“+” represents the integration ways of embedding and absorbing.“N” refers to other governance subjects,mainly including autonomous organizations,economic organizations and social organizations.“Party building+N” forms different grassroots composite organizations through different integration mechanisms.For example,“Party building+autonomy” implements the integration mechanism of personnel embedding and elite absorption.“Party building+economy” takes interest embedding and resource absorption as the main integration mechanism.“Party building+society” uses value embedding and public opinion absorption as the integration mechanism.Analyze the integration of rural multiple governance subjects through four cases: “Party branch+village committee”,“Party branch+farmer’s professional cooperative”,“party branch+village committee+council of villagers”,and “party branch+village committee+red and white council”.Analyze the integration mechanism and existing problems of the rural multiple governance subjects through cases,and further propose relevant optimization paths: strengthen the integration ability of the primary party organizations by enhancing their fighting capacity,service ability and credibility.By stimulating the vitality of autonomous organizations,optimizing the internal governance structure of economic organizations,and selectively supporting social organizations at different levels to build other governance entities.By strengthening the incentive force of personnel integration and innovating the mechanism of selecting and educating elites to optimize the “party building+autonomy” integration mechanism.To optimize the “party building+economy” integration mechanism by improving the ability to prevent risks and establishing communication mechanism of resources.To optimize the integration mechanism of “party building+community” by promoting the value integration of “one primary with many secondary” and perfecting the mechanism of public opinion absorption. |
