| On January 8,2023,after three years of COVID-19 prevention and control in China,the novel coronavirus infection returned to Class B management.From the introduction of "Article 20" and "New Ten" optimization measures,to the renunciation of the novel coronavirus pneumonia as novel coronavirus infection,to the official adjustment from "Group B A" to "Group B B"....Major positive results have been achieved in coordinating epidemic prevention and control with economic and social development.During the epidemic prevention and control period,government departments,local governments,social organizations,community residents and many other entities have actively participated in the epidemic prevention and control at the grassroots level,ensuring the basic stability and sustainability of social operation.It fully demonstrates the major achievements of collaborative governance in epidemic prevention and control.As the epidemic enters the phase of relief,the collaborative governance in the "wartime" state is transformed into the management of daily public affairs.In view of the problems exposed by the collaborative governance at the grass-roots level in the context of the epidemic,how to optimize the collaborative governance in the community,so as to achieve not only the "emergency" governance in emergency situations,but also the "smooth" governance in normal situations,so as to balance the urgent transition and balance the tension.It’s an important topic that we need to explore.In this paper,literature research method,case analysis method,questionnaire method and semi-structured interview method are used to study the problems and countermeasures of grassroots collaborative governance under the background of epidemic.In addition to the introduction,this paper is divided into four parts.The first part introduces the concepts of public health emergencies,community governance and epidemic prevention and control,and elaborates the connotation and characteristics of the theory of collaborative governance in detail.The theoretical framework is constructed from four aspects: collaborative guarantee,collaborative engine,collaborative behavior and collaborative consequences.The second part takes H Street of W County as the research object,sorts out the development stages of "emergency" governance in the case of COVID-19 emergency and "stable" governance in normal circumstances,and summarizes the good effects of collaborative governance.The specific prevention and control measures taken are put into the theoretical framework of collaborative governance and analyzed in detail from the aspects of leadership system,value objectives,collaborative subjects and collaborative measures.The third part analyzed the existing problems and causes of the collaborative management of COVID-19 prevention and control in H street,W County,and sorted out the existing problems from the aspects of interaction difficulties of multiple governance subjects,information level to be improved,low degree of resource integration and insufficient degree of community mobilization.It is concluded that the main reasons for the problems are the imperfect cooperative governance mechanism,the difficult unity of ideological consensus,the insufficient coordination of resources and the weak concept of co-governance.In the fourth part,based on the problems and causes,based on the new stage of epidemic prevention and control,and based on the theory of collaborative governance,the author puts forward some collaborative governance paths,such as perfecting the power and responsibility system of collaborative governance,building the information platform of collaborative governance,establishing the emergency material support system,and cultivating the collaborative governance culture,so as to build a more scientific,comprehensive and efficient collaborative governance system for public health emergencies.In the new period of the 14 th Five-Year Plan,we will better modernize national governance. |
