Research On The Implementation Of Township Government’s Functions Under The Background Of Rural Revitalization

Since the emergence of the government,the content of its functions has undergone phase changes to adapt to the needs of development in different social periods.The proposal of the rural revitalization strategy not only pointed out the direction for the construction and development of the village,but also put forward higher and more specific requirements for the performance of the functions of the township government.As a grassroots government organization that directly communicates with farmers at all levels of government,township governments must not only shoulder the responsibility of implementing and implementing the party and state policies,but also play a good role as a leader,organizer,and coordinator to promote rural areas.The development of various undertakings.Therefore,in order to meet the needs of real development,it is necessary to study the implementation of the functions of the township government in the context of the rural revitalization strategy,give play to the role of the township government in implementing national policies,and enhance the ability of the township government to perform duties to promote the implementation of the rural revitalization strategy.This article takes Shagedu Town,ZhunGeErQi,Inner Mongolia as the research object.The research is mainly divided into five parts: The first part explains the purpose and significance of this research,sorts out the research results on rural revitalization and township government functions at home and abroad,defines and analyzes important concepts,and introduces the theoretical basis of this research,Research methods and research innovations and deficiencies.The second part is the first-hand data and information obtained through the field investigation of Shagedu Town,and the analysis of the current situation of the implementation of the government functions of Shagedu Town in the implementation of the rural revitalization strategy.The third part analyzes the problems and reasons in the performance of the functions of the Shagedu Township government,and finds that when the Shagedu Township government performs its functions,there is a fuzzy positioning of functions,a lack of inter-government relations that link up and down,and the quality of rural public service supply is not high.,Township staff is not strong enough to work,the main role of farmers is not fully utilized,and from the pressure-based administrative ecological environment,the matching of financial rights and powers,the main capacity of farmers,the work status of township staff,and the evaluation and supervision mechanism.The reasons for the above problems are analyzed.The fourth part is to provide advanced experience and enlightenment for the implementation of the functions of the township government in the rural revitalization strategy through the analysis of successful cases at home and abroad.The fifth part is based on the analysis of the problems and reasons in the performance of the government functions of Shagedu Town in the previous article,combined with the enlightenment of successful cases at home and abroad in the fourth part,proposes countermeasures and suggestions to improve the performance of the township government under the background of rural revitalization,including strengthening theoretical research Establish a clear and reasonable power and responsibility system for counties and townships,resolve financial crises in townships and towns,strengthen the construction of rural revitalization cadres,improve the main capacity of farmers to revitalize the countryside,and establish a systematic assessment and accountability supervision mechanism.
