In December 2018,the Seventh Session of the Standing Committee of the 13 th National People’s Congress amended the Civil Servant Law of the People’s Republic of China.In March 2019,the General Office of the CPC Central Committee issued the Regulations on the Parallel Position and Rank of Civil Servants.The Opinions on the Establishment of a Parallel Position and Rank System for Civil Servants in Organs below the County Level will be abolished on June 1,2019.The new law and regulations apply to post and rank work.The parallel work of post and rank in the grass-roots tax system started in August 2020.The parallel work has played a certain positive role in mobilizing the initiative and creativity of grass-roots tax system civil servants.However,with the deepening of the parallel work of post and rank,some problems have gradually emerged,which need to be paid attention to.Summarizing the experience and results of the concurrent work at post and rank is of great significance to the implementation of the concurrent work system.Based on the current situation of civil servants in W County Tax Bureau of Inner Mongolia,this thesis analyzes the positive significance of carrying out the parallel work of post and rank through literature review,systematic research,questionnaire survey and other research methods,and the theory of hierarchy of needs and two-factor theory.At the same time,the reference of foreign civil servants position rank system,the parallel position ranks in the civil service system in China introduced the background,history,system characteristic analysis,focus on W county tax bureau,pointed out that the tax system position rank parallel work,such as incomplete,such as system design,evaluation mechanism is not sound,the problem such as sets of standard is not unified,In view of the existing problems,find out the opinions and suggestions to improve the position and rank in parallel: First,want to gradually perfect the system of civil servant posts and ranks parallel,starting from the grassroots civil servant status and demands,strengthen the scientificity and rationality of the top-level design,establish a completely independent positions and ranks will commence operation mechanism,intensify policy tilt to grass-roots,further optimization promotion,establish cadre multi-channel development platform,gradually improve the system of wages,Establishing a long-term mechanism for rank promotion;Second,should we gradually improve the performance assessment mechanism of the grass-roots tax system? Quantify the assessment indicators,constantly strengthen the purpose of assessment,improve the means of assessment,and strengthen the application of "two tests" of digital personnel;Third,to strengthen the personnel cadre business training,strengthen policy publicity and popularization,the necessary work to do open and fair publicity,to strengthen the process supervision,establish and improve the parallel work supervision mechanism,to strengthen the report to the local Party committees,for local financial support,so as to build a favorable policy implementation environment.These opinions and suggestions will provide scientific materials for the tax system to better carry out the concurrent work of duty and rank in the next step,and make effective responses.
