With the increasing national requirements for government data openness,the incentive mechanism for government data openness and utilization as the main driving force for this work is also highly valued.The effectiveness of the incentive mechanism is related to the effectiveness of data supply and the realization of data value.The two groups of government data openness staff and social subjects as the implementers of the behavior,how to stimulate their work enthusiasm and initiative and improve their work enthusiasm has important research value.Based on two-factor theory,this paper takes government data openness staff and data utilization social subjects as research objects,and composes the current incentive status of government data openness utilization in China,including existing incentives and incentive effects,through literature research method and interview survey method,and the study finds that the final incentive effect is poor.The problems in the government data open utilization incentive mechanism are analyzed by questionnaire survey method,and the causes of the problems are further explored in it.The results show that there are problems in both dimensions of health care factors and incentive factors.First,health care factors do not effectively reduce the negative emotions of incentive clients,including the broad system restricting the initiative of civil servants to open data,the imperfect platform function reducing the willingness of social subjects to use,the insufficient data effectiveness limiting the enthusiasm of social subjects to use,and the benign interactive ecosystem of government data open use not formed;second,incentive factors fail to Secondly,the incentive factors do not fully stimulate the initiative of the incentive object,including the failure to implement the fault-tolerant mechanism to weaken the aggressiveness of civil servants’ data opening work,insufficient promotion performance to affect the motivation of civil servants’ data opening work,the lack of data utilization benefit confirmation to reduce the enthusiasm of social subjects’ utilization,and the insufficient public technology of data utilization to support the enthusiasm of social subjects’ utilization.The first is to meet the health care factors that can eliminate the discontent,including the formulation of matching data opening operation specifications,improving the unified platform for easy access to data,improving the quality and value of government open data,and building a credible environment for benign interaction of data opening and utilization.This includes fully implementing a fault-tolerant mechanism to motivate cadres to take charge,adjusting promotion and evaluation measures to stimulate cadres to perform their duties,formulating an effective and feasible benefit distribution mechanism,and strengthening four aspects of guided utilization and public technical support.This study takes the government as the incentive subject,the government data openness staff and social subjects as the incentive object,sorts out and analyzes the current situation,problems and causes of the current government data openness incentive mechanism,and proposes improvement measures in order to stimulate the openness and utilization enthusiasm of the government data openness staff and social subjects,accelerate the supply of data elements,promote the utilization of open data,promote the circulation of data elements,and release the value of open data.It is of reference significance to improve the level of government public services. |
