| China’s state-owned enterprises assume the dual functions of enterprise and government,and play an irreplaceable role in the fields of economy,politics,culture,society,ecology and so on.Since the birth of state-owned enterprises,Party organizations have played an important role in them.With the growth and reform of state-owned enterprises,the positioning of Party organizations in state-owned enterprises has undergone several adjustments,and the degree of integration into the corporate governance of state-owned enterprises has become more and more deep,the scope has become more and more wide,and the content has become more and more rich.The research on the integration of the party organization into the corporate governance of state-owned enterprises has always been an important content of the political economy of socialism with Chinese characteristics.After the 18 th National People’s Congress,the CPC Central Committee attaches high attention to the party building of state-owned enterprises.The 19 th National People’s Congress made major revisions to the Party Constitution,and the positioning of the Party organizations in state-owned enterprises has undergone a historic change,giving full play to the leading role.This research has become a hot topic again.The research conducted by the CPC Central Committee and the academic circle from different perspectives has laid a theoretical foundation for this issue,but the institutional background and theoretical origin,systematic evolution and integration path of the Party organization into the corporate governance of state-owned enterprises still need to be further improved.This paper collects and sorts out literature related to corporate governance,the related literature of the orientation and function of state-owned enterprises,literature on the positioning evolution of the Party organization in the corporate governance of state-owned enterprises,and literature on the path of the Party organization’s integration into the corporate governance of state-owned enterprises.On this basis,from the birth and composition of the party organization,the nature and positioning of state-owned enterprises,the nature and characteristics of corporate governance,the theoretical origin of the party building,the role of the party organization in the corporate governance of state-owned enterprises,try to build a theoretical framework.Then the paper sorts out the relevant policy documents and ideological exposition in the past one hundred years since the New Democratic Revolution,six stages leading system of state-owned enterprises is discussed and the evolution of the party organization in the way,the orientation and characteristics are compared,and study and from the Angle of process,the theory and practice of three reveals the party organizations in state-owned enterprises corporate governance orientation evolution logic and historical inevitability.Then from the five dimensions of thought,organization,business,talent,supervision to explore the party organization into the state-owned enterprise corporate governance path mechanism,and analyze the relevant practice cases.Finally,it puts forward countermeasures and suggestions to improve the Party organization into the corporate governance of state-owned enterprises,in order to provide useful reference for the coordinated development of the Party construction work and corporate governance of state-owned enterprises in the new era.The main conclusions of this paper are as follows:Conclusion 1: the positioning of the party organization in the corporate governance of state-owned enterprises has undergone many explorations and adjustments,and its evolution logic can be understood from three perspectives: process,theory and practice.Conclusion 2: The path for the Party organization to integrate into the corporate governance of state-owned enterprises can be considered from five dimensions:ideology,organization,business,talents and supervision,including strengthening ideological construction,entering into the "three committees and one layer",integrating into the central work,insisting on the Party’s management of talents,and strengthening internal control and supervision.The paths of the five dimensions support each other and work together.Conclusion 3: The relevant countermeasures include five aspects: the legal authorization of the party organization,the management of the list of discussion contents,the straighten out of the decision-making process,the scientific combination of the party management cadres and the market-based selection and appointment mechanism,and the demonstration leading role of the party organization and the party members. |
