| State-owned enterprises are an important force in China’s economic development,is one of the important material base of socialism with Chinese characteristics and political foundation.State-owned enterprise party organizations at the grass-roots level associated with state-owned enterprises,the service worker masses,cohesion and strength,improve enterprise management ability and so on has an irreplaceable advantage.Entered the new era,the implementation of the comprehensive governing party strategy,thus stimulate the vitality of state-owned enterprise party organizations at the grass-roots level,promote enterprise’s scientific development,consolidate the party’s ruling foundation goals,become an important task to state-owned enterprises.This article obtains from the activate state-owned enterprise party organizations at the grass-roots level,the integrated use of literature research,case method and system analysis method,through the analysis of the theory of state-owned enterprise party organizations at the grass-roots level dynamic logic,the state-owned enterprise party organizations at the grass-roots level specific case,combined with the content of state-owned enterprise party construction,build the evaluation system of state-owned enterprise party organizations at the grass-roots level vitality and arouse the vigour of the state-owned enterprise party organizations at the grass-roots level path.The first chapter of this paper constructs the dynamic theoretical analysis framework of the grass-roots party organization of state-owned enterprises.First of all,the connotation of the grass-roots party organization of state-owned enterprises and the vitality of the grass-roots party organizations of state-owned enterprises were defined respectively,and the operation mechanism of the vitality of the grass-roots party organizations was tried.At the same time,it extracts the internal elements of the grass-roots party organizations of state-owned enterprises,summarizes the external factors that influence the vitality of the grass-roots party organizations in state-owned enterprises and the three goals of the vitality of the grass-roots party organizations in state-owned enterprises.In this paper,the second chapter,from the perspective of the connotation of the state-owned enterprise party organizations at the grass-roots level energy,combined with the specific contents of the state-owned enterprise party construction work,follow the scientific nature,effectiveness and orientation of the three principles,constructs the evaluation index system of state-owned enterprise party organizations at the grass-roots level energy level 3,and theevaluation index are described.The third chapter selects three specific cases from three dimensions,and summarizes the specific experience of state-owned enterprises to stimulate the vitality of grass-roots party organizations.Respectively has chosen to normative construction to strengthen the vitality of the party organization "investment outstanding party construction management mode",according to the construction of brand activities enhance the vitality of organization of the communist party member "the national electricity grid service",to arouse the vigour of organization information construction "guodian longyuan construction management information system",and combed the new era,the problems existing in the state-owned enterprise party organizations at the grass-roots level energy.In the fourth chapter,the author puts forward some Suggestions to stimulate the vitality of grass-roots party organizations in state-owned enterprises.Start from the elements of party organizations at the grass-roots level,emphasizing the processing all kinds of influence factor,stable organization foundation,perfecting the running system,improve staff skills,and implement the responsibilities for party construction,encourage innovation in the carrier,formed based on the "members of the organization,system,and dynamic,innovation" of the five elements of party organizations at the grass-roots level dynamic path of ascension.Innovation of this paper point has two,one is to define the connotation of state-owned enterprise party organizations at the grass-roots level energy,and components of grass-roots party organizations and party organization of state-owned enterprises dynamic influence factors are analyzed,for the state-owned enterprise party organizations at the grass-roots level dynamic evaluation and analysis laid a solid foundation in the path of ascension.The second is the establishment of the three-level evaluation system of the grass-roots party organization of state-owned enterprises,which provides the necessary conditions for the application of the dynamic evaluation of the grass-roots party organizations in state-owned enterprises. |
