Research On The Path Of The Role Of Party Organizations In State-owned Enterprises In The New Era

For a period of time,due to the lack of corresponding system and platform guarantee for the party’s overall leadership over state-owned enterprises,the Party leadership and Party building in state-owned enterprises are facing "weakening,desalination,virtualization and marginalization",and the political advantage of Party building in state-owned enterprises is weakened.Since the 18th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era,and the reform of state-owned enterprises has been continuously promoted.The Party Central Committee has issued a series of measures,of which the fundamental and key is the transformation of the role and function of Party organizations in state-owned enterprises.Party organizations in state-owned enterprises have changed from playing a political core role to playing a leading role of Party committees(Party groups)and Party branches(general Party branches)as battle forts.The institutional guarantee for the role of Party organizations has been improved,the party’s leadership over state-owned enterprises has been strengthened,and corporate governance has also been further improved.At the same time,we should also see that the various types of state-owned enterprises,the rapid progress of reform and development,and the mismatching of Party building work systems have hindered the realization of the functions of Party organizations in some state-owned enterprises.It is mainly reflected in the following aspects:the Party committee(leading Party group)system and mechanism of "two maintenance",the pre discussion procedure for major issues,and the system of"two-way entry and cross appointment" of Party members and cadres are not perfect,resulting in the insufficient play of the leadership role of "taking the direction,setting the overall situation and promoting implementation";The Party branch(general Party branch)did not have the "Three Basics" in place,and the vanguard and exemplary role of Party members was weakened,which weakened the role of grass-roots party organizations as fighting bastions.This study aims at the problems existing in the practice of Party building in state-owned enterprises,and deeply analyzes the theoretical and practical elements behind them,so as to further promote the path exploration of the effective role of Party organizations in state-owned enterprises.This paper adheres to the problem orientation,combines the practical investigation and research materials,focuses on the core proposition of the path to play the role of Party organizations in state-owned enterprises,and follows the logical layout of theoretical construction-Historical combing-problem analysis-countermeasure thinking.In the introduction part,it mainly introduces the reason of the topic and the theoretical and practical significance of the topic itself,focuses on the analysis of the research status of the role and function of the party organization in state-owned enterprises,points out the contributions and problems of the existing research,and puts forward the next research focus,which lays a foundation for the development of the topic.At the same time,it also analyzes the difficulties and innovations of this study according to the characteristics of the topic.The first chapter mainly analyzes the concept,theoretical basis and history of the function of the party organization in state-owned enterprises,so as to prepare the theoretical and historical basis for the following research.This chapter starts with the definition of important concepts related to the topic,and defines the connotation and extension of the four core concepts of state-owned enterprises,Party organizations in state-owned enterprises,Party committees and leading groups in state-owned enterprises,and the role of Party organizations in state-owned enterprises.Based on the in-depth analysis of the requirements of the central policy documents on the functional orientation of the party organizations in state-owned enterprises in the new era,this paper analyzes the main variables that affect the role of the party organizations in state-owned enterprises from the aspects of organization,institutionalization and concretization;According to the organization function of Marxist political parties,this paper analyzes the theoretical basis of the role of Party organizations in state-owned enterprises;Along the basic development of state-owned enterprises,the specific functions and historical background of Party organizations in each period are systematically investigated,which paves the way for the further study of the role of Party organizations in state-owned enterprises in theory and history.The second chapter analyzes the generative logic of strengthening the role of Party organizations in state-owned enterprises in the new era.From the perspective of necessity,strengthening the role of Party organizations in state-owned enterprises is an inevitable requirement to strengthen the party’s overall leadership over state-owned enterprises,promote the comprehensive deepening of reform and healthy development of state-owned enterprises,resolve social contradictions and achieve common prosperity.From the perspective of possibility,the environmental changes in the party building work in state-owned enterprises,the improvement of the modern enterprise system with Chinese characteristics,and the improvement of the organizational capacity of the party organizations in state-owned enterprises since the new era all provide a possible path for the realization of the functions of the party organizations in state-owned enterprises.This chapter analyzes the theoretical and practical reasons for the role of Party organizations in state-owned enterprises from an empirical perspective.The third chapter discusses the problems and causes of the role of Party organizations in state-owned enterprises found in practical research and material analysis.From the perspective of corporate governance,the main problems faced by the realization of the functions of Party organizations in state-owned enterprises are that the basis for Party organizations to integrate into corporate governance is not perfect;From the perspective of mechanism,the working mechanism of the party organization to set the direction,determine the overall situation,promote the implementation and implement "the party manages cadres and talents" is not sound enough;From the perspective of the party organization itself,it is mainly due to the weakening of the leading role of ideology and politics,the imperfection of the "three basic construction",the lack of public recognition,and the imbalance in the role of the party organization in state-owned enterprises,which provides direction for exploring the practical path to effectively realize the role and function of the party organization in state-owned enterprises.The fourth chapter puts forward that the top-level design needs to be constantly improved to give full play to the role of Party organizations in state-owned enterprises in the new era.Among the many problems facing the role of Party organizations in state-owned enterprises,many need to be solved through top-level design.We must constantly strengthen the top-level design from the macro,overall and overall perspective of the development of state-owned enterprises in close connection with the requirements of comprehensively deepening reform in state-owned enterprises and comprehensively and strictly administering the party.This chapter focuses on the premise of the top-level design of the role of Party organizations in state-owned enterprises,that is,it is necessary to clarify the relationship between the political and economic nature of state-owned enterprises,and on this basis,put forward the principles and methods of the top-level design of the role of Party organizations in state-owned enterprises.The fifth chapter puts forward that the role of Party organizations in state-owned enterprises in the new era still needs to break the "middle obstruction".The role of fighting fortress of grass-roots party organizations and the system guarantee are put forward in five aspects.The sixth chapter puts forward that the role of Party organizations in state-owned enterprises in the new era still needs to strengthen practical exploration and experience summary.First of all,according to the problems faced by the role and function of the party organization in state-owned enterprises,this paper analyzes the necessity of practical exploration,which constitutes the basis for the exploration of the function orientation of the party organization in state-owned enterprises.Then,from the following five aspects:the political function of the party organization of state-owned enterprises,the function of participating in corporate governance,the function of implementing the principle of "the party managing cadres and talents",the role of a fighting fortress,and the realization of the supervision and guarantee function,this paper discusses how state-owned enterprises can continuously solve problems in practice and exploration under the framework of inner-party laws and regulations,and form some experience.On this basis,it further analyzes the problems faced by the realization of the functions of Party organizations in state-owned enterprises,which still need to be solved through continuous practical exploration.Finally,it puts forward the problems that need to be paid attention to in the process of exploring the role of Party organizations in state-owned enterprises.
