As the grass-roots government,street plays a pivotal role in social and economic development and resolving the basic level contradictions."The above thousand lines,the next one needle",the grass-roots governance capacity and the merits and disadvantages of the governance system directly related to the well-being of people and social development.At the beginning of 2020,COVID-19 burst out in Wuhan.The city’s grass-roots governance capability and governance system directly related to all aspects of epidemic control.In 2019,Wuhan launched pilot work of comprehensive law enforcement reform,comprehensively implemented the strategic arrangement of building national governance system,adapted to the needs of "people have to call for,I must have to respond to" service-oriented government construction,strengthened the overall planning of streets,integrated law enforcement resources,actively explored and established the comprehensive administrative law enforcement team of streets with the main body of street comprehensive administrative law enforcement team according to local conditions,and to build grass-roots governance System,build the modernization mechanism of governance ability.The research on the reform of comprehensive administrative law enforcement in the streets is conducive to fully understanding the characteristics and forms of the urban management departments,and can explore and establish a comprehensive administrative law enforcement system which is suitable for the basic national conditions and the actual law enforcement at the grass-roots level.The author is engaged in the work of urban management law enforcement.In addition to the coordination problems among departments such as multiple law enforcement,unreasonable division of departments and improper distribution of power and responsibility,the author also encounters the difficulties of law enforcement in urban management departments such as weak law enforcement,over-range law enforcement and no basis management.During the epidemic,the urban management department timely adjusted the working mode and work content,and adopted flexible law enforcement to innovate,and made outstanding contributions to the prevention and control of epidemic situation.In the post epidemic period,the focus of comprehensive law enforcement has shifted from law enforcement to service.Therefore,it is a prominent topic to study the reform mode of comprehensive administrative law enforcement in the street from the perspective of task-oriented and deepen the research of law enforcement reform by using the relevant public management theory to analyze the reform of comprehensive law enforcement.
