Problems And Countermeasures Of Grass - Roots Civil Administration Law Enforcement In Beijing

In China, civil affairs department has very wide and comprehensivejurisdictions and functions, including social security, social affairs, and socialmanagement, etc. As a result of this characteristic, its tasks are quitecomplicated, its scope of work is especially large, it applies many different kindsof laws and regulations, and it has close connection with ordinary citizens. All ofthese bring great challenges to law enforcement of civil affairs departments.Based on the field research of civil affairs law enforcement of Shi Jing Shandistrict, this article gives a detailed description of current situation of grass-rootscivil affairs law enforcement in Beijing. It finds the problems in this field includesabsence of legal punishments, lack of normalization and standardization,unsoundness of enforcement system, and existing of many disputes, etc. Thisarticle suggests, for the improvement of law enforcement, we should build along-term effective mechanism; strengthen law enforcement capacity and set upa healthy environment for law enforcement.
