Study On The Current Situation,problems And Countermeasures Of Urban Management Law Enforcement In Y City

The emergence of urban management has greatly improved the efficiency of urban management and made a positive and beneficial contribution to the process of urbanization in China.However,in the past,due to the lack of normative guidance,the law enforcement of urban management often caused controversy,which led to the community once questioned the legitimacy and necessity of the existence of urban management.In order to solve the problem of urban management and law enforcement,since 2013 year,the central government has issued various guiding opinions on the reform of urban management and law enforcement system,centering on the requirements of "promoting comprehensive law enforcement and rationalizing the urban management and law enforcement system".Urban management and law enforcement has entered reform stage.In this context,this paper takes the urban management and law enforcement of Y City in Jiangsu Province as the research object.The law enforcement of urban management in the reform stage is a new field,so the research on this subject has high academic value.In this paper,the methods of questionnaire,interview,literature research and comparative study are used to collect the relevant data through in-depth interviews with 7 persons in charge of urban management department and front-line team members.On the basis of data processing,this paper analyzes the current situation of urban management law enforcement in Y City.According to the requirements of the reform,the urban management department of Y City has basically straightened out the urban management law enforcement system,but according to the content of the reform,there are still some major problems to be solved.Based on the perspective of comprehensive administrative law enforcement system reform,this paper summarizes the relevant issues from the two dimensions of urban management law enforcement work and urban management law enforcement team,such as law enforcement work:the increase of urban management function and workload;the low recognition of urban management law enforcement;the conflict between urban management law enforcement efficiency and legal procedures;the vast rural areas of Y City,the difficulty of extending urban management law enforcement towns;the citizens of Y City A strong sense of rights and higher requirements for administration according to law.In the aspect of law enforcement team:College Students’ urban management law enforcement personnel have a low degree of matching with their posts;the development channels of urban management law enforcement personnel are narrow,and the incentive mechanism is not perfect;the communication awareness and communication ability of urban management law enforcement personnel are lack;there are human feelings in urban management law enforcement.In view of the problems,this paper analyzes the characteristics of administrative law enforcement,the realization of self-worth of law enforcement personnel,and public governance,and puts forward nine countermeasures from the aspects of law enforcement work and law enforcement team,including strengthening the front-line forces,and formulating reasonable measures for personnel recruitment.The countermeasures are mainly for reference,the purpose is to play a positive role in the work practice,and hope to provide useful help for y city management law enforcement.
