Intergovernmental Emergency Coordination From The Perspective Of Holistic Governance Dynamic Mechanism Research

In the process of regional integration,the gathering of risk factors makes the trans-regional characteristics of emergencies more prominent,and the number of emergencies keeps rising,threatening the public property and life safety.The single fragmented emergency management mode can not meet the governance needs of compound cross-regional public crisis,and the wave of emergency coordination rises.Although China has entered the practice stage of inter-governmental emergency coordination,the inter-governmental emergency coordination mechanism is difficult to exert its effect due to the lack of power.In order to improve the practical efficiency of inter-governmental emergency coordination mechanism,this paper tries to shift the focus of research to the dynamic mechanism behind inter-governmental emergency coordination governance.On the basis of summarizing relevant academic research at home and abroad,the concept,characteristics and constituent elements of inter-governmental emergency coordination dynamic mechanism are analyzed in detail.Secondly,with the help of the theoretical framework of holistic governance,a "inter-governmental emergency coordination dynamic mechanism model" containing four elements of gravity,pressure,thrust and resistance was constructed.Taking this model as a follow-up entry point,based on the current situation of inter-governmental emergency coordination practice,the problems and causes of the dynamic mechanism of this governance model are deeply analyzed.It is believed that the fragmentation of its ideas,powers and benefits is caused by the solidification of the traditional administrative system,the lack of benefit compensation and trust mechanism,and the lack of relevant legal system.On the basis of drawing on the relevant achievements of the United States and Japan,this paper tries to construct the inter-governmental emergency coordination dynamic mechanism in China,and draws the following conclusions: first,the root cause of the low efficiency of inter-governmental emergency coordination mechanism is the lack of dynamic mechanism.Second,the elements of interest and trust are the core attraction for the coordination and effective operation of inter-governmental emergency.Thirdly,the relationship between the central government and the local government and the inter-governmental emergency coordination command system are conducive to the optimization of administrative pressure.Fourth,unimpeded information sharing channels and a scientific performance appraisal system are important thrust forces for the coordinated development of inter-governmental emergency response.Fifth,the establishment of effective inter-governmental emergency coordination supervision mechanism and legal system can weaken the resistance in inter-governmental emergency coordination.
